Shipping toys and general merchandise from Yiwu to Dubai
Goods bought in Yiwu reach Dubai by being collected into a consolidation warehouse, declared for export, often under the 1039 market procurement mode, and shipped from Ningbo as LCL or a full container. As of November 2026 the ship discharges at Khor Fakkan and the cargo is trucked to Dubai under bond, typically 18–30 days door to door. Toys need MOIAT ECAS conformity and the Gulf toy conformity mark before arrival, and pay 5% duty plus 5% VAT.

How consolidation in Yiwu works
Yiwu is an inland city in Zhejiang, so every shipment starts with a land leg to Ningbo-Zhoushan, its natural seaport, by truck or on the Yiwu–Ningbo sea-rail service. A typical order is many small lots from many shops. Each shop receives our warehouse entry notice with the address, your shipping mark and the delivery deadline, and sends an invoice and packing list. The warehouse records cartons, CBM and weight and reports shortages or damage. Twenty small purchases then become one export declaration, one B/L and one Dubai clearance. One late supplier can hold the whole box, and storage is free only for a limited number of days.
1039 market procurement and LCL pricing
Many Yiwu shops cannot issue VAT invoices or export in their own name. The market procurement mode, code 1039, created in Yiwu in 2013, lets registered market operators declare goods through a dedicated platform, group lines under broader HS categories, and export VAT exempt without rebate, commonly up to USD 150,000 per declaration. Goods needing licences are excluded, and a licensed broker confirms each case. LCL is charged per W/M, whichever is greater of CBM or tonnes at 1 CBM to 1,000 kg, with a minimum of usually 1 CBM. Toys are light and bulky, so volume decides. LCL adds about 3–7 days; from about 12–15 CBM, compare a 20ft.
Child-safety certificates for toys
In the UAE, toys are among the products that need MOIAT ECAS conformity before arrival, and the cargo can be held at the port without it. The Gulf technical regulation on children's toys, BD-131704-01, covers products designed for play by children under 14. Toys must carry the Gulf conformity mark, warnings and instructions must be in Arabic, and age warnings must be visible on the packaging before purchase. Ask each factory for current test reports and a conformity certificate. Toys with batteries must declare them, radio-controlled toys and walkie-talkies need TDRA type approval, and realistic toy weapons can be restricted in the Gulf, so check before ordering.
Brands, documents and timing
Licensed characters and branded toys need the brand owner's authorisation. China Customs checks exports against recorded trademarks, and UAE customs seizes counterfeits, so never ship replica goods. Describe every product clearly on the invoice: words like general goods or accessories cause customs queries. Invoices of AED 10,000 or more must be attested through MOFA, and the importer needs a trade licence and a Dubai customs code. Plan around Chinese New Year: New Year's Day falls on 6 February 2027 and many suppliers close for 2–4 weeks around it, so place orders by about early December 2026 and aim to ship before mid-January.
