How your shipment moves
- Send us the origin city, goods, volume and ready date; our team quotes within one working day.
- We check the supplier, invoice and packing list, and confirm the HS code and any Oman permits.
- Our truck collects from the factory to our Guangzhou warehouse, or we book from Shanghai, Ningbo or Shenzhen.
- Cartons are counted, photographed and consolidated into one container.
- The export declaration is filed in China; the container is sealed and loaded.
- The vessel sails to Sohar or to a UAE port; the manifest is filed in Bayan at least 36 hours before arrival.
- If landed in the UAE, the cargo moves under a transit declaration in a sealed truck across Hatta–Al Wajajah.
- We file the import declaration in Bayan and pay the 5% duty and 5% VAT at cost on your behalf.
- We deliver to your warehouse in Muscat, Sohar, Nizwa or elsewhere; you receive the invoice, B/L and customs documents.
Sea direct to Sohar or via the UAE: which route fits
There are two practical ways to move containers from China to Oman. The first is sea freight direct to Sohar, Oman's main container gateway for the north and Muscat. The second is sea freight to a UAE port, then a sealed truck across the border at Hatta–Al Wajajah or another crossing. Both are running; the right choice depends on sailings, your delivery address and whether any of the goods stay in the UAE.
When cargo passes through the UAE in transit, it is not cleared there. A UAE transit declaration is filed, the truck is sealed, and duty and VAT are paid once, in Oman. Clearing in the UAE first only makes sense if part of the shipment is sold in the UAE.
| Route | How it moves | Typical transit |
|---|---|---|
| Sea direct to Sohar | FCL or LCL from Shanghai, Ningbo, Shenzhen or Nansha; some services tranship at a hub | 16–28 days door to door |
| Sea to the UAE, truck to Oman | Discharge at a UAE east-coast port, bonded truck via Hatta–Al Wajajah | UAE sea leg plus about 1–3 days by road Dubai–Muscat, border included |
| LCL on either route | Shared container, consolidated in China and unpacked at destination | Add about 3–7 days |
| Transhipment via a hub | For example Salalah, Colombo or Singapore | Add about 3–10 days |
Oman's ports and border crossings
Sohar Port is the main gateway for northern Oman and Muscat, about 2 hours by road from the capital, with the Sohar Freezone attached. Port Sultan Qaboos in Muscat is now mainly a cruise and tourism port with little commercial container traffic, so containers for Muscat normally land at Sohar and finish by truck.
- Sohar: main container port for Muscat, Batinah and the north; free zone on site.
- Salalah: large transhipment hub in Dhofar with a free zone; about 1,000 km from Muscat, so it suits cargo for the south.
- Duqm: central coast port with a Special Economic Zone.
- Road crossings from the UAE: Hatta–Al Wajajah on the Dubai–Muscat road, Mezyad/Khatm Al Shikla–Hili near Al Ain, and Khatmat Malaha from Sharjah and Fujairah towards Batinah.
The 2026 situation: Hormuz and Oman's ports
As of November 2026, the Strait of Hormuz remains effectively closed to normal container shipping, as it has been since the end of February 2026, and major lines avoid it. Sohar, Salalah and Duqm all sit outside the strait, so Oman's ports have handled extra Gulf cargo since March 2026, including containers trucked on to the UAE. Land borders are busier than usual, so queues are more likely.
Two 2026 rules matter. Since 3 May 2026, shipping agents must file cargo manifests in Bayan at least 36 hours before the vessel arrives. Dubai Customs and Oman Customs also run a temporary Green Corridor for sealed, bonded trucks via Hatta–Al Wajajah, in force until further notice. Routing and surcharges change quickly, so our team confirms the current route for every booking.
How Oman customs clearance works in Bayan
Oman Customs is the Directorate General of Customs of the Royal Oman Police, and every declaration goes through Bayan, the electronic single window. The importer needs an Omani Commercial Registration (CR) that includes import or trading activity, plus an importer registration in Bayan. A foreign company without an Omani CR needs a local importer of record. Declarations are filed by a licensed customs broker registered in Bayan.
- Before shipping: confirm the HS code, duty rate and any permits needed in Bayan.
- The B/L names the Omani consignee; the shipping agent files the manifest 36 hours before arrival.
- On arrival: pay the line's local charges and obtain the delivery order.
- The broker files the import declaration with the invoice, packing list, B/L, certificate of origin and permits.
- Duty and VAT are paid through Bayan, or VAT is deferred for approved importers.
- Risk channel: green (release), yellow (document check) or red (inspection or scanning).
- Release, collection from the port and return of the empty container.
Duty and VAT on goods from China
Oman applies the GCC common external tariff. Most goods from China pay 5% customs duty on the CIF value and 5% VAT, charged on CIF plus duty plus any excise. No China–GCC free trade agreement is in force, so a Chinese certificate of origin does not reduce duty.
- Example: a CIF value of OMR 10,000 pays OMR 500 duty, then VAT of 5% on OMR 10,500, which is OMR 525.
- Eligible VAT-registered importers can use Oman's VAT deferment scheme and declare import VAT in their VAT return.
- If goods were already duty-paid in the UAE, Oman should not charge GCC duty again on proof of payment, but 5% Omani VAT still applies.
| Charge | Rate | Basis and notes |
|---|---|---|
| Customs duty | 5% | CIF value; 0% for exempt goods such as many basic foods and medicines |
| Duty on tobacco | 100% | Excise and tax stamps also apply |
| VAT | 5% | CIF + duty + excise; in force since 16 April 2021 |
| Excise | 50% or 100% | Carbonated and sweetened drinks 50%; energy drinks, tobacco, alcohol and pork 100% |
| Port and line charges | Varies | THC, D/O fee, storage and demurrage after free time |
Restricted goods and permits
Some goods need a permit in Bayan before they arrive. Check early, because unregistered or unapproved cargo can be held or refused. We screen every shipment and do not handle weapons, explosives, drones or military goods without full licences.
- Food and drinks: MAFWR and the Food Safety and Quality Center; Arabic labels, shelf life, health certificate.
- Listed fresh produce, honey and dates: each consignment registered with Agricultural Quarantine before arrival (since November 2025).
- Medicines, medical devices, supplements and some cosmetics: Ministry of Health.
- Phones, routers, Wi-Fi and Bluetooth products: TRA type approval.
- Electrical appliances, toys, tyres, vehicle parts and building materials: DGSM conformity; G-Mark for regulated toys and low-voltage electrical goods.
- Chemicals and refrigerant gases: Environment Authority, with an MSDS.
- Prohibited: narcotics, counterfeit goods, gambling equipment and goods from countries under official boycott or sanctions.
Which Incoterm to agree with your Chinese supplier
If you work with your own forwarder, ask the supplier for FOB at a named Chinese port (for example FOB Nansha, Incoterms 2020) or FCA at the supplier's warehouse. You then control the routing, which matters in 2026 when the choice between Sohar and a UAE port can change from week to week, and you see destination charges before you commit.
- Name the place precisely: CIF Sohar, not CIF Oman.
- CIF is convenient, but the supplier chooses the carrier, insurance is minimum cover and destination charges are often not shown.
- Avoid DDP unless the seller can act as importer of record, which needs an Omani CR and Bayan registration; a VAT-registered buyer clearing in its own name keeps VAT deferment.
- FOB, CFR and CIF are sea-only terms; for a truck leg from the UAE use DAP or FCA with a named place.

Questions importers ask
How long does shipping from China to Oman take?
Typically 16–28 days door to door by sea to Sohar, depending on the Chinese port, the sailing and any transhipment. LCL adds about 3–7 days. As of November 2026 our team confirms the current routing for each booking.
What duty and VAT do I pay to import from China into Oman?
Usually 5% customs duty on the CIF value and 5% VAT on CIF plus duty. Some goods are exempt or zero-rated, and tobacco and some drinks also pay excise. We confirm the rate from your HS code.
Can I ship to Dubai and truck the goods to Muscat?
Yes. The cargo moves in transit through the UAE in a sealed truck, so duty and VAT are paid only once, in Oman. The road leg Dubai–Muscat typically takes about 1–3 days including the Hatta–Al Wajajah border.
Can containers be shipped directly to Muscat port?
Port Sultan Qaboos in Muscat now handles mainly cruise traffic, and commercial containers have moved to Sohar. Containers for Muscat are discharged at Sohar and trucked about 2 hours to the city.
I already paid duty in Dubai. Will Oman charge it again?
Oman should not charge GCC duty again if you show the UAE declaration proving payment. You still pay 5% Omani VAT.
Do I need an Omani company to import goods?
Yes. The importer needs a Commercial Registration with import activity and a Bayan importer registration, or a local consignee who imports for you. Food, medicines, telecom devices and chemicals also need a permit before arrival.
Do invoices from China need legalisation for Oman?
Oman has historically required legalisation for some shipments, but a current mandatory rule for Chinese invoices could not be confirmed. Electronic documents are accepted through approved channels, and our broker confirms the requirement before shipment.
Rules and rates change. This guide is general information checked against official sources on the date shown; our team confirms the details for your shipment.
