Shipping from China to Central Asia: rail and road guide for 2026

This guide explains how cargo moves from Chinese factories to Kazakhstan, Uzbekistan and Kyrgyzstan: which border crossings are used, how long rail and trucks take, and what you pay and sign at customs. Bottom line: most shipments take 10–20 days door to door via Khorgos or Alashankou, and the paperwork you prepare before loading, especially EAC conformity documents, decides how fast you clear.

How your shipment moves

  1. Send us origin, destination city, goods, volume and ready date; our team quotes within one working day.
  2. Confirm the HS code (10-digit TN VED for Kazakhstan and Kyrgyzstan), the importer of record and any EAC certificate before goods are loaded.
  3. Our truck collects from the factory and brings the cargo to our Guangzhou warehouse.
  4. Cartons are counted, photographed and inspected, then consolidated into a container or truck.
  5. The China export declaration is filed and the container or trailer is sealed.
  6. Cargo travels by rail or truck to Khorgos or Alashankou, or to Kashgar and Irkeshtam for Kyrgyzstan and the Fergana Valley.
  7. At the border, rail containers are lifted onto broad-gauge wagons or truck cargo is transloaded; allow 1–3 days.
  8. Goods move under customs transit to an inland customs post such as Almaty, Bishkek or Tashkent.
  9. A licensed customs broker files the declaration; duty, VAT and fees are paid and the goods are released.
  10. Final truck delivery to your warehouse, with transport and customs documents handed over.

Border crossings from China to Central Asia

Almost all cargo for Kazakhstan leaves China through Xinjiang. Alashankou–Dostyk is the oldest and busiest rail gateway, handling 8,165 trains in 2025. Khorgos is the second main rail gateway (Khorgos–Altynkol) and the main truck crossing (Khorgos–Nurzhol). Smaller road crossings include Bakhty (Tacheng), Jeminay–Maikapchagai and Dulata–Kalzhat.

For Kyrgyzstan, trucks cross at Torugart on the Kashgar–Naryn–Bishkek road or at Irkeshtam toward Osh and the Fergana Valley. Both are high mountain passes that close on weekends and public holidays and slow down in winter. As of November 2026 the team reports Khorgos running normally.

Rail or road: transit times compared

Rail suits full containers and heavy cargo. At Dostyk and Altynkol the track changes from 1,435 mm Chinese gauge to 1,520 mm broad gauge, so containers are lifted onto new wagons. This transfer, plus peak season from roughly September to January, is where most delays happen. LCL rail adds about 2–4 days.

Trucks are flexible for LTL and for Kyrgyzstan, where there is no rail link from China. Chinese trucks generally do not drive deep into Central Asia, so cargo is often transloaded at Khorgos, Alashankou or Kashgar onto Kazakh, Kyrgyz or Uzbek trucks. The China–Kyrgyzstan–Uzbekistan railway is under construction and not yet in service, so it is not a bookable option.

  • Times are typical, from eastern China, in normal conditions.
  • From Urumqi or Kashgar, road transit is roughly 4–6 days shorter.
  • Nowruz (21 March) closes offices in Central Asia for several days.

Kazakhstan and Kyrgyzstan: EAEU duty and VAT

Kazakhstan and Kyrgyzstan are members of the Eurasian Economic Union with Russia, Belarus and Armenia. They apply one Common Customs Tariff based on the 10-digit TN VED code. Duty is paid once at the first point of entry, and goods released there can then move within the union without another customs clearance. VAT, however, is national and is paid in the country of destination.

Most industrial goods carry duty of 0–15% of the customs value (CIF to the EAEU border), with an average applied rate of around 6–7%. Some goods have specific rates per kg or per unit, and anti-dumping duties apply to some Chinese goods such as certain steel products, tyres and tableware. VAT is charged on customs value plus duty plus excise. China has no free trade agreement with the EAEU, so a certificate of origin does not reduce duty.

One caveat: Kazakhstan applies lower WTO rates to a list of goods. Goods imported at those rates cannot move freely to other EAEU states without paying the difference, so tell us if you plan to resell from Kazakhstan into another member.

EAC certification and product marking

Most consumer and many industrial goods need proof of conformity before release in Kazakhstan or Kyrgyzstan. Higher-risk goods such as toys, children's products and many electrical items need an EAC Certificate of Conformity issued after lab testing; lower-risk goods such as many textiles and furniture need an EAC Declaration of Conformity. Chemicals and cosmetics may need a State Registration Certificate (SGR), and goods with Wi-Fi or Bluetooth may need an encryption notification.

The applicant must be a company registered in the EAEU, not the Chinese factory, and certification can take 1–4 weeks, so start before production ends. Products need the EAC mark and Russian labelling, plus Kazakh where required. Kazakhstan also requires digital marking codes for tobacco, shoes and medicines, beer and motor oils since 1 February 2026, and clothing and textiles in phases from 1 December 2026. We can connect you with a certification partner.

Uzbekistan, Tajikistan and Turkmenistan

Uzbekistan is not an EAEU member (it has been an observer since 2020) and, as of November 2026, is not yet a WTO member. It has its own HS-based tariff, 12% VAT on most imports and a customs clearance fee charged as a percentage of value with minimum and maximum amounts. Conformity is handled by the national certification system, which accepts many EAC certificates; labelling in Uzbek is required for many goods, and the Asl Belgisi system covers digital marking for goods such as appliances, drinks and medicines.

The main rail route to Tashkent runs through Kazakhstan via Saryagash–Keles; trucks go via Irkeshtam, Osh and Andijan. Goods cross Kazakhstan or Kyrgyzstan in EAEU transit and are cleared in Uzbekistan. Tajikistan is reached mostly via Kyrgyzstan or Uzbekistan. Turkmenistan requires import contracts to be registered at the State Commodity and Raw Materials Exchange and has tight currency rules, so a specialist handles every Turkmenistan inquiry.

Khorgos free zone, sanctions and compliance

The Khorgos International Center of Boundary Cooperation is a retail zone for visitors, not a route for commercial imports. Commercial cargo must be declared and duties paid in the normal way, and we do not move goods through the zone to avoid duty.

EU, US and UK sanctions on Russia and Belarus also affect re-exports through Kazakhstan, Kyrgyzstan and Armenia; in April 2026 the EU used its anti-circumvention tool against Kyrgyzstan for the first time. Golden Way screens every shipment. Any cargo that may end up in Russia or Belarus, or that involves dual-use items, goes to our compliance team, and we do not help anyone get around restrictions.

Documents you need

  • Sales contract — foreign trade contract between the Chinese seller and the importer registered in the destination country
  • Commercial invoice — full description, HS code, unit price and Incoterm; Russian translation may be requested
  • Packing list — packages, net and gross weights, matching the invoice and waybill
  • China export declaration — filed by the exporter or a licensed broker before departure
  • CMR consignment note — road transport contract and receipt; not a document of title
  • SMGS railway waybill — standard rail document on China–Central Asia trains
  • Certificate of origin — non-preferential, issued by China Customs or CCPIT
  • EAC certificate or declaration, or SGR — conformity proof for Kazakhstan and Kyrgyzstan, held by an EAEU company
  • TIR carnet or transit declaration — moves sealed cargo to inland customs without paying duty at the border

Questions importers ask

How long does shipping from China to Kazakhstan take?

Typically 10–20 days door to door. Rail to Almaty is about 7–14 days station to station from eastern China, or 3–6 days from Xinjiang, plus border time at Khorgos or Dostyk.

What is the VAT rate in Kazakhstan in 2026?

16% from 1 January 2026, up from 12%. Medicines have a 5% rate in 2026. VAT is charged on customs value plus duty plus excise.

Do I need an EAC certificate to import into Kazakhstan or Kyrgyzstan?

Most consumer and many industrial goods need an EAC certificate or EAC declaration before release. It must be held by a company registered in the EAEU, and it should be ready before the goods ship.

If I clear goods in Kazakhstan, can I sell them in Kyrgyzstan without customs again?

Usually yes, because the EAEU is one customs territory and duty is paid once. VAT is charged in the country where the goods are sold, and goods imported at Kazakhstan's lower WTO rates must pay the difference first.

Is there a direct railway from China to Uzbekistan?

Not yet. The China–Kyrgyzstan–Uzbekistan railway is under construction and not in service. Today cargo goes by rail through Kazakhstan or by truck via Irkeshtam and Osh.

Can I use the Khorgos free zone to avoid import duty?

No. The Khorgos ICBC is a retail zone for visitors. Commercial cargo must be declared and duties paid, and we arrange proper customs clearance.

How much does a container from China to Almaty cost?

Rail and truck rates change weekly, so we do not publish prices. Send us your cargo details and our team will quote within one working day.
