Key points
- Yiwu goods normally ship through Ningbo-Zhoushan, which also runs a Yiwu–Ningbo sea-rail service.
- Market procurement (1039) lets many small Yiwu suppliers without VAT invoices export legally, up to a common USD 150,000 per declaration.
- Under about 12 CBM LCL is usually cheaper; from about 15 CBM a 20ft container often wins.
- As of November 2026, UAE cargo lands at Khor Fakkan and moves to Jebel Ali by bonded truck.
- Dubai duty is 5% of CIF and VAT is 5% of CIF plus duty; invoices of AED 10,000 or more need MOFA attestation.
The route from Yiwu market to your Dubai warehouse
Yiwu is an inland city in Zhejiang, so every shipment starts with a land leg to a seaport. Ningbo-Zhoushan is the natural port for Yiwu goods. Containers travel by truck or on the Yiwu–Ningbo sea-rail service, and Yiwu export cargo can complete pre-clearance and pre-loading in Yiwu before reaching the port. Shanghai is the usual alternative when sailings from Ningbo do not fit. In normal pre-2026 conditions, Ningbo to Jebel Ali direct took about 18–25 days port to port.
Step 1: consolidate your Yiwu purchases
A typical Yiwu order is many small lots from many shops: toys from one district, kitchenware from another, stationery from a third. Each shop delivers to a consolidation warehouse, where the goods are counted, checked and loaded together. This turns twenty small purchases into one export declaration, one B/L and one Dubai clearance.
- Send the entry noticeGive every supplier the warehouse address, your shipping mark (buyer code) and the delivery deadline.
- Collect invoices and packing listsEach supplier lists cartons, contents, weights and dimensions; this drives CBM and the declaration.
- Receive and checkThe warehouse records cartons, CBM and weight, photographs the goods and reports shortages or damage.
- Optional QCA pre-shipment inspection or spot check before loading, so problems are fixed while the shop is a short drive away.
- Hold to the cut-offAll goods must arrive by the agreed date; one late supplier can make the whole container miss its vessel.
- Declare for exportEither each supplier declares its own goods, the agent declares the whole lot, or the goods go under 1039.
- Load and move to NingboThe container is stuffed, sealed and trucked or railed to the port before the terminal cut-off.
Step 2: export declaration and market procurement (1039)
Many Yiwu shops cannot issue VAT invoices or declare exports in their own name. Market procurement, created in Yiwu in 2013, solves that: registered market operators declare the goods through the market procurement information platform, lines can be grouped under broader HS categories, and the goods are VAT exempt without a rebate. A declaration is commonly capped at USD 150,000. Goods needing export licences, controlled items and some inspection-sensitive products are excluded, and pilot-area rules vary, so a licensed broker confirms each case.
- For mixed market goods from small suppliers without VAT invoices.
- Simplified declaration with broader HS groupings.
- VAT exempt, no export rebate.
- Not for licensed, controlled or some inspection-sensitive goods.
- Supplier declares in its own name with VAT invoices.
- Allows the export VAT rebate, which can lower the price.
- Needed when a factory wants its rebate.
- Each such supplier usually declares separately within a consolidation.
- A licensed company declares for suppliers that cannot.
- Useful for factories near Yiwu without customs registration.
- Can often handle the supplier's rebate.
- Invoice data and the agent's declaration must match.
Step 3: LCL or a full container from Ningbo
LCL is charged per W/M: whichever is greater of the volume in CBM or the weight in tonnes, at 1 CBM to 1,000 kg, with a minimum of usually 1 CBM plus origin and destination charges. Typical Yiwu goods are light and bulky, so volume usually decides. Measure cartons in metres and multiply length by width by height by the number of cartons.
Usable space: 20GP ~25–28 CBM, 40GP ~55–58, 40HQ ~65–68.
| Your volume | Usually best option | Why |
|---|---|---|
| Up to about 12 CBM | LCL | You pay only for your share of the box |
| About 12–15 CBM | Compare LCL and 20GP | Break-even zone; depends on that week's rates |
| About 15–28 CBM | 20GP | Often cheaper than LCL and faster |
| About 28–58 CBM | 40GP | Usable volume about 55–58 CBM |
| Up to about 68 CBM | 40HQ | Usable volume about 65–68 CBM; 76 CBM nominal |
Step 4: the sea leg in 2026 and arrival in the UAE
As of November 2026 the Strait of Hormuz has been effectively closed to normal container shipping since 28 February 2026. Carriers discharge UAE cargo at east-coast or Omani ports such as Khor Fakkan, Fujairah or Sohar. Our current China to UAE service lands at Khor Fakkan, then a bonded truck carries the container to Jebel Ali under customs seal, with no duty paid on the way. Carriers apply emergency surcharges and truck queues at east-coast ports have been reported, so our team confirms the routing and all-in cost for each booking. Jebel Ali itself is operational; the problem is access, not the port.
Step 5: customs clearance in Dubai
The importer needs a trade licence with import or trading activity and a Dubai customs client code (Business Code). Our broker files an import for local use declaration in Mirsal 2 with the invoice, packing list, B/L, certificate of origin and any permits. A correct green-channel shipment typically clears in about 1–3 working days after the delivery order, but inspections or missing permits add days. Toys, electrical goods, chargers and many other regulated consumer products typical of Yiwu need MOIAT ECAS conformity before arrival.
Most goods from China pay 5% GCC duty on CIF, once, at the first GCC entry. VAT is on CIF + duty. Estimate only.

0/9Timing, holidays and a quick check
Chinese New Year's Day falls on 6 February 2027. Many suppliers close for 2–4 weeks around it and vessels in January are very full, so place Yiwu orders by about early December 2026 and aim to ship before mid-January. Ramadan 2027 begins about 8 February, when Gulf customs work shorter hours.
