Key points
- Free zone storage suspends the 5% customs duty until goods enter the UAE mainland.
- JAFZA leads for re-export volume and port access; KEZAD for Abu Dhabi and heavy industry.
- SAIF Zone is airport-linked; Hamriyah has its own sea port and customs centre.
- As of November 2026 all five zones are reached by truck from Khor Fakkan or Fujairah, because container lines avoid Hormuz.
- A free zone licence does not let you sell directly into the mainland without a mainland importer or distributor.
How duty suspension works in a UAE free zone
Under the GCC Common Customs Law, UAE free zones are treated as areas where goods from outside the GCC can be stored, traded, repacked and re-exported without paying customs duty. The duty is suspended, not cancelled: it becomes payable when the goods cross into the UAE mainland, or into another GCC state that collects it as the first point of entry. This makes a free zone useful when you do not yet know where the goods will end up, for example regional stock for Oman, Saudi Arabia, Kuwait, Iraq or Africa.
- Arrive at a UAE portThe container is discharged at Khor Fakkan, Fujairah, Jebel Ali or Khalifa Port, depending on the 2026 routing.
- Import to free zone declarationYour agent files an import-to-free-zone declaration; no duty is paid at this stage.
- Bonded move to the zoneIf the port is not inside the zone, the truck moves under customs seal to the free zone gate.
- Store, trade or repackGoods can be held, sold to other zone companies, relabelled or consolidated; the origin stays China.
- Exit option A: re-exportA re-export declaration sends the goods abroad with no UAE duty.
- Exit option B: free zone to localA free-zone-to-local declaration moves goods into the mainland; the 5% duty and 5% VAT are paid now.
- Exit option C: transferGoods move to another free zone or bonded warehouse under suspension, with a transfer declaration.

| KEZAD | Abu Dhabi, around Khalifa Port and other Abu Dhabi sites | Abu Dhabi distribution, heavy industry, large plots and pre-built warehouses | AD Ports' KEZAD Group: 12 zones on 550 sq km, of which 100 sq km free zone |
| SAIF Zone | Sharjah, next to Sharjah International Airport | Air-sea combinations, trading and light industry, close to Dubai's eastern side | Set up in 1995; warehouses, storage yards and container parking |
| Hamriyah Free Zone | Sharjah, Gulf coast near the Ajman border | Own port and Sharjah Customs centre, bulk and heavy cargo, industrial users | Customs centre open daily 8:00–20:00 for containers, heavy equipment and general cargo |
| RAKEZ | Ras Al Khaimah, several business and industrial zones | Lower-cost land and warehouses, light manufacturing and storage | Formed in 2017, combining RAK FTZ and RAKIA; zones include Al Hamra and Al Ghail industrial zones |
- Choose it for re-export to the GCC, Iraq, Africa or Central Asia and for fast access to the main Dubai logistics market.
- Largest choice of bonded warehouses and service providers, so you can start with a 3PL instead of your own unit.
- Clearance runs through Dubai Customs and Mirsal 2.
- Usually the highest rents of the five; compare against your stock volume.
- Choose it when your customers are in Abu Dhabi, Al Ain or Al Dhafra, or you need large industrial plots.
- Close to Khalifa Port; clearance through Abu Dhabi Customs on ATLP.
- Road to the Ghuwaifat border for Saudi Arabia is shorter than from Dubai.
- Needs an Abu Dhabi customs registration even if you already hold a Dubai code.
- SAIF suits air-sea and e-commerce stock next to Sharjah airport.
- Hamriyah suits bulk, steel, building materials and industrial cargo with its own port.
- Both clear through Sharjah Customs, which also runs Khor Fakkan, the main 2026 gateway.
- Both appear on the FTA's list of VAT designated zones.
- Choose it for cost-sensitive storage, light assembly or manufacturing.
- Further from Dubai and Abu Dhabi buyers, so add trucking time and cost to your plan.
- Several separate zones: check which one your warehouse is in before planning customs and VAT.
- RAK Free Trade Zone appears on the FTA designated zone list; confirm the status of your specific area.
Routing in 2026: every zone here sits inside Hormuz
JAFZA, KEZAD, Hamriyah and RAKEZ are on the Gulf coast, and SAIF Zone is inland at Sharjah, so in normal times containers from China would call Jebel Ali or Khalifa Port directly. As of November 2026 major container lines still avoid the Strait of Hormuz, and cargo for these zones is discharged at Khor Fakkan or Fujairah on the east coast and trucked across under customs seal, or arrives via Sohar in Oman through the Dubai–Oman Green Corridor at Hatta. Duty stays suspended on the way if the move is filed as bonded transit. Our China–UAE service runs this way: sea to Khor Fakkan and bonded truck to Jebel Ali, typically 18–30 days door to door.
Duty suspension rules you must follow
- Every movement needs a declaration: import to free zone, transfer, re-export or free zone to local. Moving goods out without one is a customs violation.
- Duty and VAT are paid on the value of goods when they enter the mainland, on the CIF basis, at 5% duty plus 5% VAT on CIF plus duty.
- Repacking, relabelling or consolidating in the zone does not make goods UAE or GCC origin; they stay Chinese origin.
- Goods sent to another GCC state from the zone pay duty there as the first point of entry, plus that state's VAT (for example 15% in Saudi Arabia).
- Regulated products still need their approvals, such as ECAS or TDRA, when they enter the mainland.
- Keep stock records that match customs declarations; zone authorities and customs can audit them.
- Sanctions screening applies to every re-export. We screen all parties and destinations and do not handle shipments that fail review.
Free zone or mainland: which do you need?
If most of your goods are sold in the UAE soon after arrival, a mainland importer with its own customs code is simpler, and the duty is paid once at clearance. If you hold stock for several countries, or you are not sure where it will be sold, a free zone keeps the duty in your pocket until you know. Use the landed cost calculator to see what is suspended on one shipment.
Most goods from China pay 5% GCC duty on CIF, once, at the first GCC entry. VAT is on CIF + duty. Estimate only.

0/8Frequently asked questions
Which UAE free zone is best for importers?
For re-export and stock-holding, JAFZA is usually the strongest choice because of its port access and logistics market. KEZAD suits Abu Dhabi customers and industry, SAIF and Hamriyah suit Sharjah and the northern emirates, and RAKEZ suits cost-sensitive storage and light industry.
Do you pay customs duty in a UAE free zone?
No, not while goods stay in the zone or are re-exported. The 5% duty and 5% VAT are paid when the goods move into the UAE mainland.
Can a free zone company sell in the UAE mainland?
Generally not directly. The goods leave on a free-zone-to-local declaration with duty and VAT paid, and sales usually go through a mainland distributor, branch or licensed importer.
How long can goods stay in a UAE free zone?
The time limits depend on the zone and the customs rules that apply. Our team confirms the conditions for your zone and goods.
Is JAFZA better than KEZAD?
JAFZA is better for re-export and access to the Dubai market; KEZAD is better for Abu Dhabi distribution, Saudi road access and large industrial plots. Choose by where your buyers are.
Are UAE free zones VAT-free?
Not automatically. Only designated zones can treat goods as outside the UAE for VAT, under strict conditions, and services are taxed normally. Ask a tax adviser for your case.
How do containers reach Jebel Ali free zone in 2026?
As of November 2026 most arrive at Khor Fakkan or Fujairah and are trucked to the zone under customs seal, because major container lines avoid the Strait of Hormuz.
