Shipping solar panels, inverters and batteries from China to the UAE

Solar panels and inverters ship from China as ordinary cargo, usually in 40ft high cube containers, while lithium batteries for storage are Class 9 dangerous goods with their own documents, carrier approval and cut-offs. Before you order, check that panel and inverter models meet the approvals your project needs, such as DEWA's eligible equipment list for Shams Dubai. On arrival expect the standard 5% customs duty on CIF plus 5% VAT, which our broker confirms by HS code, and note that China ended export VAT rebates on PV products on 1 April 2026.

Key points

  • Panels and inverters are general cargo; lithium-ion batteries are Class 9 dangerous goods (UN3480 or UN3481).
  • Batteries need a UN38.3 test summary, SDS, UN-certified packaging with the Chinese DG packaging certificate, and carrier approval.
  • Grid-connected systems in Dubai need panels and inverters on DEWA's eligible equipment list; check every model before ordering.
  • China cancelled export VAT rebates on PV products from 1 April 2026 and battery rebates end on 1 January 2027, so FOB prices can move.
  • As of November 2026 cargo lands at Khor Fakkan and is trucked to Dubai, and some carriers have suspended DG bookings to Gulf ports.

What you are shipping: three different kinds of cargo

A solar order looks like one purchase, but for shipping it is three. Panels are bulky, fragile glass that must not be dropped or flexed. Inverters, controllers and cables are ordinary electrical goods. Lithium batteries for storage are dangerous goods that change the booking, the documents and sometimes the routing. Plan them separately to avoid a container refused at the terminal or held at customs.

Solar panels: packing and loading

Panels usually travel upright in cartons on pallets, with corner protection, and are strapped so the stack moves as one block. Glass and cells can crack under impact or vibration without visible damage on the outside, so careful forklift handling and a tight, well-braced load matter more than speed. Most panel orders fill a 40ft high cube by volume. Ask the factory for its loading plan and pallets per container, and for large orders book a pre-shipment inspection that samples modules for hidden cell cracks.

Batteries and energy storage are dangerous goods

Lithium-ion batteries shipped alone are UN3480; batteries packed with or contained in equipment are UN3481. At sea they are Class 9 under the IMDG Code, Amendment 42-24, mandatory from 1 January 2026. The supplier must provide a UN38.3 test summary for each battery model, an SDS, UN-specification packaging, and from China Customs the DG packaging use appraisal result, often called the Wei Bao Zheng. The shipper signs a DG declaration and the person who packs the container signs a packing certificate. Each carrier approves DG bookings separately, with an earlier cut-off and extra charges. Undeclared batteries are dangerous and lead to heavy fines and carrier blacklisting.

Standards and approvals in the UAE

For grid-connected rooftop systems in Dubai under Shams Dubai, panels and inverters must appear on DEWA's eligible equipment list, and eligibility is checked model by model. Panels are typically certified to IEC 61215 and IEC 61730, and inverters to IEC 62109-1 and -2 with IEC 62116 anti-islanding. Battery storage connection follows separate DEWA requirements, and other emirates' utilities set their own rules, so your installer or consultant should confirm them. On the customs side, MOIAT's ECAS conformity applies to many electrical products depending on the product category, and inverters with Wi-Fi, Bluetooth or cellular monitoring need TDRA type approval like any wireless device.

  2. Collect certificatesGet IEC certificates, datasheets, UN38.3 summary and SDS from the supplier before paying the deposit.
  3. Check customs approvalsOur team checks ECAS, TDRA and the HS codes for each item.
  4. Book the right wayGeneral cargo for panels and inverters; a separate DG booking for batteries if needed.

Costs: China export rebates, UAE duty and VAT

Two Chinese tax changes affect solar prices. Export VAT rebates on photovoltaic products were cancelled from 1 April 2026, and the rebate on battery products was cut from 9% to 6% on the same date and is due to end on 1 January 2027. Expect FOB prices to reflect this. In the UAE, the general rate is 5% customs duty on the CIF value, then 5% VAT on the CIF value plus duty, which VAT-registered importers with a linked customs code can reverse charge. Our broker confirms the exact 12-digit tariff code and its rate for each item before shipping.

Factories in the Yangtze River Delta ship from Shanghai or Ningbo, and those in Guangdong from Shenzhen or Nansha. As of November 2026 the Strait of Hormuz is effectively closed to normal container shipping, so containers for Dubai are discharged at Khor Fakkan and trucked to Jebel Ali under customs seal. Typical door to door time is 18–30 days, longer for DG cargo that waits for space. Make sure your cargo insurance includes war and strikes cover for Gulf shipments, as premiums and cover change at short notice.

Yes. Panels and inverters ship as general cargo, usually in 40ft high cube containers. As of November 2026 they land at Khor Fakkan and are trucked to Dubai.

Are solar batteries dangerous goods?

Yes. Lithium-ion batteries are Class 9 dangerous goods, UN3480 alone or UN3481 with equipment, and need UN38.3, SDS, approved packaging and carrier approval.

What is the import duty on solar panels in the UAE?

The general rate is 5% customs duty on the CIF value plus 5% VAT. Our broker confirms the exact tariff code and rate for each item before you ship.

Do solar panels need approval in Dubai?

For grid-connected Shams Dubai systems, panels and inverters must be on DEWA's eligible equipment list. Inverters with wireless monitoring also need TDRA type approval.

How long does it take to ship solar panels from China to the UAE?

Typically 18–30 days door to door. DG cargo such as batteries can take longer while carriers limit DG space to Gulf ports.

Why did my Chinese solar supplier raise prices in 2026?

One reason is tax: China cancelled export VAT rebates on PV products from 1 April 2026 and battery rebates end on 1 January 2027.
