Key points
- Anything with Wi-Fi, Bluetooth, mobile or radio needs TDRA type approval and a customs release permit.
- Chargers, power banks, cables and many appliances need an ECAS certificate from MOIAT.
- Batteries inside devices are UN3481; power banks alone are UN3480 and travel as full dangerous goods.
- Carrier liability is limited per kg, far below the value of phones or laptops, so insure at 110% under ICC (A).
- Duty 5% on CIF, VAT 5% on CIF plus duty; invoices of AED 10,000 or more need MOFA attestation.
Which approval does your product need?
UAE customs will not release regulated electronics without the approvals the product category requires, and the cargo sits at the port, paying storage, while you apply. Check the product list against the table below before you confirm the order, not after the vessel sails.
| Product | Approval | Authority |
|---|---|---|
| Mobile phones, routers, smart watches, Bluetooth and Wi-Fi devices, walkie-talkies | Type approval and supplier registration; customs release permit | TDRA |
| Chargers, power banks, cables, lighting, household appliances | ECAS certificate of conformity; energy labels for ACs, fridges, washers | MOIAT |
| Laptops, tablets, smart speakers | TDRA for the wireless parts; ECAS for the charger | TDRA and MOIAT |
| Drones and parts | GCAA and security approvals | GCAA |
| GSM jammers, GSM boosters, scanning receivers | Prohibited | TDRA |
TDRA type approval in practice
Telecom and radio equipment must be registered with TDRA before it can be used, sold or distributed in the UAE. First the company registers as a telecom equipment supplier, which needs a UAE trade licence with a telecom activity. Then each model is approved with its technical data sheet and radio, EMC and safety test reports from an accredited lab. Mobile phones must also meet TDRA's emergency early-warning broadcast specifications. Before sale, the box carries the TDRA conformity mark.
- Register as supplierThe UAE importer, distributor or dealer registers with TDRA under a trade licence that includes a telecom activity.
- Collect test reportsAsk the Chinese factory for radio, EMC and safety test reports from an ILAC-accredited lab and the technical data sheet.
- Apply for the modelFile the type approval online; samples are needed for some device types, two for mobile phones.
- Wait for reviewTDRA lists 1, 5 or 10 working days depending on the device's risk level.
- Get a release permitRequest a customs release permit for each shipment, or a permanent permit for the same equipment.
- Label and sellPrint the TDRA conformity mark on the box; renew the approval every 3 years.
ECAS and the batteries inside your goods
MOIAT's ECAS scheme covers chargers, power banks, cables, lighting and many other electrical products. The certificate is issued through an approved conformity body against UAE technical regulations, so the factory's test reports must match the exact models you import. Lithium batteries add a transport layer: they are Class 9 dangerous goods at sea. How strict the rules are depends on how the battery travels.
- UN3481 (lithium-ion contained in or packed with equipment): phones, laptops, tablets, earbuds
- Small cells up to 20 Wh and batteries up to 100 Wh may use IMDG special provision SP188 if conditions are met
- UN38.3 test summary and SDS still needed for the booking
- Declare it: undeclared batteries lead to fines and blacklisting
- UN3480: lithium-ion batteries shipped on their own
- Full DG booking, UN packaging, Chinese DG packaging certificate and signed DG declaration
- Several carriers suspended DG bookings to Gulf ports in 2026; acceptance checked per booking
- Also needs ECAS before sale in the UAE
- Cables, monitors, TVs, adapters without batteries ship as general cargo
- Still check ECAS or energy labelling for the product
- Lithium coin cells packed with a remote control count as lithium metal batteries packed with equipment (UN3091)
Theft risk and how to reduce it
Phones, laptops and components pack high value into small cartons, which makes them targets at every hand-over: factory, consolidation warehouse, terminal and the truck from the east coast. In 2026 the extra road leg from Khor Fakkan to Dubai and long queues at east-coast ports add exposure. Most losses can be prevented with simple discipline.
Security checklist for high-value electronics
0/8Insurance: why carrier liability is not enough
Under the Hague-Visby Rules a sea carrier pays at most 666.67 SDR per package or 2 SDR per kg, whichever is higher, and only if it is at fault. Road carriers under CMR pay 8.33 SDR per kg. A carton of smartphones is worth far more than that. Insure at CIF value plus 10% under Institute Cargo Clauses (A), the broadest cover, and add war and strikes clauses for Gulf shipments in 2026. If your vessel is diverted to another port, tell the insurer immediately so cover continues. For hidden damage, give the carrier written notice within 3 days of delivery under Hague-Visby.
Duty, VAT and landed cost
Most electronics pay 5% customs duty on the CIF value, and 5% VAT on CIF plus duty; the HS code decides the exact treatment and the UAE uses a 12-digit tariff. VAT-registered importers whose customs code is linked to their TRN can use the reverse charge. Invoices of AED 10,000 or more must be attested by MOFA, about AED 150 per invoice. Customs compares values with reference prices, so an under-valued invoice leads to reassessment and delays. The AED 1,000 duty exemption in Dubai Customs Notice 16/2026 applies to registered e-commerce channels, not to sea freight for a trading company.
Most goods from China pay 5% GCC duty on CIF, once, at the first GCC entry. VAT is on CIF + duty. Estimate only.
Route and timing in November 2026
Most electronics come from Shenzhen, Dongguan and Guangzhou and sail from Yantian, Shekou or Nansha. As of November 2026, Hormuz remains effectively closed to container ships, so UAE cargo is discharged at Khor Fakkan and moved to Jebel Ali under customs seal by bonded truck. Typical door-to-door time is 18–30 days, depending on the sailing, the route and clearance. Electronics are also on the dual-use watch list: we screen every shipment, and re-exports to sanctioned or high-risk destinations need a full compliance review.

Frequently asked questions
Do I need TDRA approval to import phones into the UAE?
Yes. Mobile phones and any wireless device must be type approved and registered with TDRA by a registered supplier, and each commercial shipment needs a TDRA customs release permit.
What is the customs duty on electronics in the UAE?
Usually 5% of the CIF value, plus 5% VAT on the CIF value including duty. We confirm the treatment from your 12-digit HS code.
Can I ship power banks from China to Dubai by sea?
Yes, as UN3480 dangerous goods with a UN38.3 summary, SDS, UN packaging and a DG declaration, if a carrier accepts DG to the port. They also need ECAS conformity before sale.
Which electronics need ECAS certification?
Chargers, power banks, cables, lighting and many electrical and household appliances under MOIAT technical regulations. Send us the product list and we check each item.
How long does shipping electronics from China to the UAE take?
Typically 18–30 days door to door by sea, depending on the port, the sailing and customs. In 2026 most cargo lands at Khor Fakkan and is trucked to Dubai.
What insurance should I buy for electronics?
Institute Cargo Clauses (A) at CIF value plus 10%, with war and strikes cover for Gulf routes in 2026, issued before the goods move.
