Key points
- Khalifa Port and Jebel Ali are inside Hormuz; as of November 2026 most mainline container calls go to Khor Fakkan or Fujairah instead.
- Our typical door-to-door range China to the UAE is 18–30 days; the team confirms the sailing and truck leg per booking.
- Abu Dhabi Customs clears through ATLP and needs an Abu Dhabi customs code; a Dubai code is not automatically valid there.
- Duty is 5% of CIF; VAT is 5% of CIF plus duty, or reverse-charged if your customs code is linked to your TRN.
- KEZAD and the Khalifa Port Free Trade Zone let goods wait duty-suspended for re-export or later sale.
The short answer for November 2026
Abu Dhabi's main container gateways, Khalifa Port (run by AD Ports next to KEZAD) and the older Mina Zayed, both sit inside the Arabian Gulf, so ships from China must pass the Strait of Hormuz. Since the end of February 2026 the strait has been effectively closed to normal container shipping, and Lloyd's List Intelligence still described container transits as minimal in October 2026. Cargo for Abu Dhabi is therefore discharged on the Gulf of Oman coast and trucked across under customs seal. AD Ports reported adding 400 trucks in Q2 2026, more Etihad Rail frequencies and bonded corridors from Fujairah and Khor Fakkan to Khalifa Port, Jebel Ali and Sharjah.
Khalifa Port vs Jebel Ali plus truck vs the east coast
- The normal-times choice for Abu Dhabi city, KEZAD and Khalifa Port Free Trade Zone cargo.
- Cleared by Abu Dhabi Customs through ATLP.
- As of November 2026 direct calls from China are largely unavailable.
- Feeders that do call can carry war-risk surcharges and long lead times.
- Common before 2026 because Jebel Ali had the most sailings.
- Clear in Dubai through Mirsal 2 and deliver duty-paid goods, or move under bonded transit and clear in Abu Dhabi.
- Jebel Ali has the same Hormuz access problem in 2026, so this now means east coast port, Jebel Ali, then Abu Dhabi.
- The main working route as of November 2026, outside Hormuz on the Gulf of Oman.
- Sealed trucks cross the Hajar mountains to Abu Dhabi, Dubai or a free zone.
- Expect queues at peaks and a less predictable schedule than a direct call.
- Our published China to UAE service runs on this route today.
| Option | Status as of November 2026 | Where customs is cleared | Best for |
|---|---|---|---|
| Sea to Khalifa Port | Few or no direct mainline calls | Abu Dhabi Customs (ATLP) | Cargo for KEZAD once direct calls return |
| Sea to Jebel Ali, truck to Abu Dhabi | Jebel Ali works, but ships rarely reach it | Dubai Customs (Mirsal 2) or Abu Dhabi after bonded transit | Importers with a Dubai customs code or stock split between emirates |
| Sea to Khor Fakkan or Fujairah, bonded truck | Main gateway for UAE cargo | Abu Dhabi on arrival, or Dubai | Most Abu Dhabi deliveries today |
| Sea to Sohar (Oman), truck via Al Ain borders | Used by some carriers | Abu Dhabi Customs at the Oman border crossings | Overflow when east coast UAE ports are congested |
Clearing customs in Abu Dhabi through ATLP
- Register the importerYour company needs a trade licence with import activity and an Abu Dhabi customs client code on ATLP. A code issued by Dubai or Sharjah does not automatically work in Abu Dhabi.
- Check HS code and approvalsConfirm the 12-digit tariff line and any prior approval, such as MOIAT ECAS conformity, TDRA type approval or ADAFSA for food, before the goods leave China.
- Get correct supplier documentsCommercial invoice, packing list, bill of lading and certificate of origin must match in quantity, weight, value and consignee.
- File before arrivalAbu Dhabi Customs encourages pre-arrival declarations on ATLP; 72% were processed before arrival in 2024.
- Collect the Delivery OrderPay the line's local charges and surrender the original B/L or confirm the telex release so the line issues the D/O.
- Pay duty, VAT and feesDuty, VAT or reverse-charge treatment and customs fees are settled online. Attest invoices of AED 10,000 or more with MOFA within 14 days.
- Inspection and releaseThe risk engine releases the goods, asks for documents or selects them for scanning or inspection.
- Deliver and return the emptyTruck to your warehouse, unload and return the empty container to the depot named on the release within free time.
Clear in Dubai or clear in Abu Dhabi?
The UAE applies one GCC tariff, so the duty rate is the same in every emirate. What changes is the authority, the platform and your registration. Abu Dhabi Customs uses ATLP and brought ten new procedural decisions into force on 30 June 2026; Dubai Customs uses Dubai Trade and Mirsal 2. Clearing once and then moving duty-paid goods between emirates is normal, but the broker must file under a code valid in the clearing emirate.
- Clear in Abu Dhabi if you are registered with Abu Dhabi Customs, your warehouse is in Abu Dhabi or Al Ain, or your goods need ADAFSA release.
- Clear in Dubai if you only hold a Dubai customs code, or part of the shipment stays in Dubai.
- Use KEZAD or the Khalifa Port Free Trade Zone if you want to hold stock with duty suspended and pay only when goods enter the mainland.
- Use a transit declaration if the cargo goes on to Saudi Arabia through Ghuwaifat, so duty and VAT are paid in the destination instead of the UAE.
- Keep the import declaration: it proves duty was paid if goods later move to another GCC state.
Duty and VAT: what you will pay
Customs duty is 5% of CIF: invoice value plus freight and insurance to the first UAE port. Import VAT is 5% of CIF plus duty. Example: USD 20,000 FOB plus USD 2,000 freight and insurance gives CIF USD 22,000, about AED 80,800. Duty is about AED 4,040 and VAT about AED 4,242, with customs fees, MOFA attestation and port charges extra. Some goods are exempt and tobacco is 100%, so the HS code decides. Try your own figures below.
Most goods from China pay 5% GCC duty on CIF, once, at the first GCC entry. VAT is on CIF + duty. Estimate only.

Frequently asked questions
How long does shipping from China to Abu Dhabi take?
Our typical door-to-door range from China to the UAE is 18–30 days, including the sea leg to Khor Fakkan and the bonded truck inland. Inspections, queues or a changed discharge port can add time.
Can ships reach Khalifa Port in 2026?
As of November 2026 most major container lines avoid the Strait of Hormuz, so direct calls at Khalifa Port from China are largely unavailable. Cargo is landed at Khor Fakkan, Fujairah or Sohar and trucked to Abu Dhabi.
What is ATLP?
ATLP, the Advanced Trade and Logistics Platform, is Abu Dhabi's digital system for customs declarations, permits and port services. Your broker files there under your Abu Dhabi customs code.
How much is import duty from China to Abu Dhabi?
Generally 5% of the CIF value, plus 5% VAT on CIF plus duty. Some goods are exempt and tobacco is 100%. The broker confirms the rate from your HS code.
Should I ship to Jebel Ali and truck to Abu Dhabi?
It was common before 2026, but Jebel Ali has the same Hormuz access problem, so cargo usually lands on the east coast first. With a Dubai customs code you can still clear in Dubai and deliver duty-paid goods to Abu Dhabi.
Do I need a UAE company to import into Abu Dhabi?
Commercial cargo needs a UAE importer of record with a trade licence and customs code, such as your company, your buyer or a licensed consignee. Personal effects follow separate rules.
Is KEZAD a free zone for duty purposes?
Goods in the Khalifa Port Free Trade Zone and similar KEZAD areas can be held with duty suspended and taxed when they enter the mainland. VAT in designated zones is technical, so confirm with a tax adviser.
