Key points
- Trucks cross at Khorgos–Nurzhol; trains cross at Khorgos–Altynkol.
- Rail containers are lifted onto broad-gauge wagons, which typically takes about 1–3 days.
- The ICBC is a retail and visitor zone, not a channel for commercial imports.
- The SEZ Khorgos–Eastern Gate, with its dry port, offers benefits to registered participants only.
- Truck queues reached about 1,500 vehicles in November 2025; plan buffers in peak season.
What Khorgos is
Khorgos (Horgos) is a border city in Xinjiang facing Kazakhstan's Almaty region. On one stretch of border it combines three different things that people often confuse: a road checkpoint for trucks, a railway crossing for container trains, and a cross-border trade and visitor zone. On the Kazakh side the road checkpoint is called Nurzhol (Nur Zholy) and the rail station is Altynkol, linked by the Zhetygen–Altynkol line toward Almaty. China started TIR operations at Horgos in May 2018, so sealed TIR trucks can use it. Khorgos is the gateway for Golden Way's China to Central Asia rail and road service.

The road crossing: Khorgos–Nurzhol
Nurzhol handles most China–Kazakhstan truck traffic. Chinese trucks usually do not go far into Central Asia, so cargo is often transloaded at Khorgos to Kazakh trucks, or a Kazakh carrier collects it on the Chinese side. Capacity is set by agreement between the two customs services. In May 2025 Kazakhstan's State Revenue Committee announced that China would raise its daily intake of trucks at Nurzhol from up to 650 to 750, then up to 1,000 from September 2025, and that round-the-clock operation would be extended to 30 June 2026. Both sides also agreed to recognise each other's X-ray scans and to route some traffic through the ICBC. Ask us for the current working hours, as they are set by agreement and change.
The rail crossing: Altynkol and the gauge change
China uses 1,435 mm standard gauge and Kazakhstan uses 1,520 mm broad gauge, so every train stops for a transfer. Containers are lifted by crane from Chinese wagons to Kazakh wagons at the Altynkol and Khorgos dry port terminals, or wagons have their bogies changed. Khorgos–Altynkol is the second rail gateway after Alashankou–Dostyk and serves China–Europe trains, the Middle Corridor via the Caspian, and cargo for Almaty, Uzbekistan and Turkmenistan. Kazakhstan is expanding Dostyk and Altynkol capacity, reported from 18 to 33 daily trains, scheduled for 2026.
- Advance dataThe rail operator sends electronic preliminary information to Kazakh customs before the train arrives.
- Chinese export controlChinese customs checks the export declaration and seals at Khorgos.
- HandoverThe train is handed from China Railway to Kazakhstan Temir Zholy with the SMGS or CIM/SMGS waybill.
- Gauge transferContainers are lifted to 1,520 mm wagons; this typically takes about 1–3 days, longer in peak season.
- Kazakh border controlDocuments are checked, and X-ray or physical inspection is possible under risk management.
- Transit or clearanceCargo is cleared at the border, or moves under EAEU customs transit to an inland post or to another country.
| Crossing | Mode | Strengths | Limits |
|---|---|---|---|
| Khorgos–Nurzhol | Road | Main truck crossing; close to Almaty; TIR operational | Daily truck intake caps; multi-day queues at peaks |
| Khorgos–Altynkol | Rail | Dry port, links to Almaty, Uzbekistan and the Middle Corridor | Gauge-change congestion in peak season |
| Alashankou–Dostyk | Rail and road | Busiest rail gateway (8,165 trains in 2025) | Also needs a gauge change; peak congestion |
| Baketu–Bakhty | Road (rail under construction) | Alternative for north-east Kazakhstan | Bakhty–Ayagoz railway not due until 2027 |
| Dulata–Kalzhat | Road | Extra road capacity near Almaty region | Smaller; works there have pushed traffic to Nurzhol |
The free zone: what it is and what it is not
- Fenced zone straddling the border, opened in April 2012
- Visitors from both countries can enter visa-free for a limited stay
- Shops sell goods duty-free within personal allowances set by Kazakh law
- Almost 10 million crossings were reported in 2025
- Not a route for commercial import clearance
- Special economic zone on the Kazakh side
- Includes the Khorgos dry port rail container terminal next to Altynkol
- Logistics and industrial area with tax and customs benefits
- Benefits apply only to registered zone participants and their activities
- Goods leaving the zone into Kazakhstan follow normal EAEU customs rules
Waiting times: what drives them
- Daily intake: in November 2025 China was accepting about 700–750 trucks a day at Nurzhol instead of the agreed 1,000, and queues built to about 1,500 trucks.
- Works at other crossings: installation work at Kalzhat–Dulata sent extra traffic to Nurzhol in late 2025.
- Electronic queue: drivers book slots in an electronic queue; system problems have caused delays.
- Inspections: X-ray scans and manual checks, especially for perishables and goods flagged by risk systems.
- Peak season: roughly September–January, plus Chinese Golden Week, Nowruz and Eid.
- Rail congestion: gauge-change capacity at Altynkol and Dostyk sets how fast trains clear in busy months.

Frequently asked questions
Where is the Khorgos border crossing?
On the China–Kazakhstan border, between Khorgos in Xinjiang and Kazakhstan's Almaty region. The road checkpoint on the Kazakh side is Nurzhol, and the rail station is Altynkol.
How long does it take to cross the border at Khorgos?
It varies. Rail containers typically need about 1–3 days for the gauge transfer. Trucks can cross quickly in normal periods, but in November 2025 some drivers waited around five days. We confirm current conditions when quoting.
Is the Khorgos free zone duty-free for importers?
No. The ICBC allows visitors to buy within personal allowances. Commercial goods must be declared and pay EAEU duty and Kazakh VAT, which is 16% from 1 January 2026.
What is the difference between Khorgos and Dostyk?
Both are China–Kazakhstan rail gateways with a gauge change. Dostyk, opposite Alashankou, is the busiest. Khorgos–Altynkol is the second rail gateway and also has the main truck crossing at Nurzhol.
Is the Khorgos border open 24 hours?
Round-the-clock operation at Nurzhol–Khorgos was extended to 30 June 2026 under a 2025 agreement. Hours are set by the two customs services, so our team confirms the current schedule.
Can TIR trucks use Khorgos?
Yes. China began TIR operations at Horgos in May 2018, and Kazakhstan is an operational TIR country.
Does Golden Way ship through Khorgos?
Yes. Our China to Central Asia rail and road service runs via Khorgos, with typical door-to-door times of 10–20 days. Our team quotes within one working day.
