Key points
- Rail via Kazakhstan is the main route today; the China–Kyrgyzstan–Uzbekistan railway is still under construction.
- Trucks via Irkeshtam and Osh are fast but the border closes on weekends and public holidays.
- Uzbekistan applies its own tariff and 12% VAT; EAEU clearance does not apply.
- Many consumer goods need a national certificate of conformity and sanitary conclusion before release.
- Transit through Kazakhstan or Kyrgyzstan needs a transit document such as TIR or EAEU customs transit.
Three ways to get cargo from China to Uzbekistan
Uzbekistan is double landlocked and has no border with China, so every shipment crosses at least one neighbour. Rail goes through Kazakhstan. Road goes through Kyrgyzstan on the short China–Kyrgyzstan–Uzbekistan corridor, about 920 km from Kashgar to Tashkent. A third option combines both: rail from inland China to Kashgar, truck over the Irkeshtam pass to Osh, then Uzbek rail or truck from Andijan. A direct China–Kyrgyzstan–Uzbekistan railway (Kashgar–Torugart–Jalal-Abad–Andijan, about 480 km) entered active construction in 2025–2026, but it is not in service and completion is planned for around the end of the decade.
- Full containers and heavy cargo
- Typically about 10–18 days from Chinese hubs to Tashkent, station to station
- Gauge change at Dostyk or Altynkol; Uzbekistan uses the same 1,520 mm gauge as Kazakhstan
- Enters Uzbekistan at Saryagash–Keles, close to Tashkent
- Weather-proof all year
- Part loads, urgent orders, door delivery
- Typically about 10–16 days door to door from eastern China
- Kashgar–Irkeshtam–Sary-Tash–Osh–Andijan–Tashkent under TIR
- Irkeshtam closes on weekends and public holidays and slows in winter
- Cargo is often transloaded at Kashgar or the border
- Rail from inland China to Kashgar, truck over Irkeshtam, then Uzbek rail from Andijan
- Useful for the Fergana Valley and onward cargo to Afghanistan via Termez
- More handling points, so pack for transloading
| Route | Path | Typical transit | Watch out for |
|---|---|---|---|
| Rail via Kazakhstan | China – Alashankou or Khorgos – Kazakhstan – Saryagash – Tashkent | About 10–18 days station to station | Gauge-change congestion in peak season (roughly September–January) |
| Road via Kyrgyzstan | Kashgar – Irkeshtam – Osh – Andijan – Tashkent | About 10–16 days door to door | Weekend and holiday closures, winter on the pass, permits |
| Road via Kazakhstan | Khorgos – Almaty – Shymkent – Tashkent | About 10–16 days door to door | Queues at Khorgos and at the Kazakhstan–Uzbekistan border |
| Rail + truck | Rail to Kashgar, truck to Osh, Uzbek rail from Andijan | Varies by connection | Extra handling at each transfer |
Rail via Kazakhstan: the workhorse route
Containers leave Chinese hubs such as Xi'an, Yiwu, Chongqing or Urumqi, cross at Alashankou–Dostyk or Khorgos–Altynkol, and are lifted onto broad-gauge wagons. They then cross Kazakhstan under customs transit, so no Kazakh duty is paid, and enter Uzbekistan near Saryagash. Because Kazakhstan and Uzbekistan share the 1,520 mm gauge, there is no second gauge change. Rail suits full 20' and 40' containers, building materials, machinery and steady repeat flows. LCL by rail is possible but slower, since boxes wait to fill and are handled at consolidation points.
Road via Kyrgyzstan: fast but seasonal
Trucks run from Kashgar over the Irkeshtam pass (more than 3,000 m) to Sary-Tash and Osh, then cross into Uzbekistan at the Fergana Valley and continue to Andijan and Tashkent. Chinese trucks rarely go beyond the border, so cargo is usually moved to Kyrgyz or Uzbek trucks at Kashgar or Irkeshtam, or a through-truck runs where permits allow. TIR is operational in China, Kyrgyzstan and Uzbekistan, which lets a sealed truck pass Kyrgyzstan without paying duties there. A 2017 pilot trip on this corridor took about 31 hours, but real door-to-door times include loading, transloading and border waits.
Duty, VAT and fees in Uzbekistan
| Charge | How it works |
|---|---|
| Import duty | National tariff based on the HS; many rates have been cut in recent years. Rates depend on the code. |
| Excise | Applies to certain goods such as alcohol, tobacco and some others. |
| VAT | 12% on most imports, charged on customs value plus duty plus excise. |
| Customs clearance fee | A percentage of value per declaration, with minimum and maximum amounts; our broker confirms the current rate. |
| EAEU tariff | Does not apply: Uzbekistan is an EAEU observer, not a member. |
| WTO bound rates | Not yet: Uzbekistan is still in the final stage of WTO accession as of November 2026. |
Certification and labelling
Uzbekistan runs its own conformity system under the Uzbek Agency for Technical Regulation (formerly Uzstandard). Goods on the mandatory list need a national certificate of conformity, and many need a sanitary and epidemiological conclusion. Recent simplification decrees allow many EAC certificates and some international certificates to be accepted or recognised, but the list changes, so check each product before production. The general requirement to mark imported goods in Uzbek was abolished in 2024, yet for consumer goods on a government list a certificate or sanitary conclusion cannot be issued without Uzbek product information. Some groups, such as tobacco, alcohol, beer, water and soft drinks, medicines and certain household appliances, also need digital marking codes in the national Asl Belgisi system.
