Key points
- Ghuwaifat–Batha is the only road crossing between the UAE and Saudi Arabia.
- Goods move either in transit from the UAE, as duty-paid UAE goods, or as GCC-origin goods; each has different documents.
- SABER and SFDA rules apply in Saudi Arabia even if the goods were already cleared in the UAE.
- Saudi import VAT is 15% of CIF plus duty, and many Saudi duty lines are above 5%.
- As of November 2026 border volumes are very high, so allow extra days and file documents before the truck leaves.
How a truck gets from the UAE into Saudi Arabia
Trucks loaded at Jebel Ali, Khalifa Port, Khor Fakkan or a UAE free zone drive west through Abu Dhabi emirate to the Ghuwaifat checkpoint, exit the UAE, and enter the Kingdom at Batha. From there the main roads lead to Riyadh, Dammam and Jeddah, and onward to Kuwait, Bahrain, Qatar and Jordan. Saudi Arabia has run a truck appointment system for trucks heading to Batha since 2021, and Saudi customs set a maximum operating age of 20 years for trucks entering the Kingdom, so the carrier must book a slot and use a compliant vehicle. Foreign trucks generally cannot make domestic deliveries inside Saudi Arabia, so a UAE truck delivers to the named consignee and returns, or the cargo is cross-docked.
GCC transit: three ways your goods can cross
The GCC Customs Union collects the 5% common duty once, at the first point of entry. In practice every internal GCC border still needs a declaration, seal checks and paperwork, even when no duty is due. How your goods are treated at Batha depends on their status when they leave the UAE.
- Foreign goods that were not cleared in the UAE, for example a container from China landed at Jebel Ali or Khor Fakkan, or stock in a free zone.
- The UAE issues a transit or re-export declaration and the truck is sealed.
- Saudi customs and VAT are paid in Saudi Arabia on arrival, at the Saudi rate for the HS code.
- Best when all the goods are for Saudi Arabia: you pay duty only once, where the goods are used.
- Goods already cleared for the UAE market and later sold to a Saudi buyer.
- They move with the original UAE import declaration or an exit declaration as proof that GCC duty was paid.
- If proof is accepted, Saudi Arabia charges 15% VAT and only any Saudi duty difference where applicable.
- UAE VAT paid on import is a UAE matter; Saudi VAT is charged again on entry.
- Goods actually made in a GCC state that meet GCC rules of origin.
- They travel with a GCC certificate of origin and the invoice.
- No customs duty, but Saudi VAT and Saudi product rules still apply.
- Goods only stored, repacked or labelled in a UAE free zone stay Chinese origin.
| Status | UAE side | Saudi side | Duty in Saudi | VAT in Saudi |
|---|---|---|---|---|
| Foreign goods in transit | Transit or re-export declaration, sealed truck | FASAH import declaration, SABER, inspection | Saudi tariff rate (5% or higher) | 15% of CIF plus duty |
| Duty paid in the UAE | Exit or statistical declaration plus copy of UAE import declaration | FASAH declaration with proof of GCC duty paid | Difference only, where applicable | 15% |
| GCC-origin goods | Exit declaration, GCC certificate of origin | FASAH declaration, product approvals | None | 15% |
| Transit through Saudi to Kuwait, Qatar, Bahrain | Transit or re-export declaration | Saudi transit declaration, sealed truck | Paid at final destination | Not charged in Saudi |
Documents for the truck and the cargo
Before the truck leaves the UAE
0/10Step by step: from loading to delivery in the Kingdom
- Check the HS codeConfirm the Saudi duty rate and conditions (SABER, SFDA, CST type approval, other permits) in the ZATCA tariff before you sell or load.
- Prepare conformityThe Saudi importer obtains the SABER product certificate and requests the shipment certificate linked to this invoice.
- Book truck and appointmentThe carrier books a compliant truck and a slot for Batha; the cargo is loaded, photographed and sealed.
- UAE export or transitFile the transit, re-export or exit declaration in the UAE and keep proof of any duty already paid.
- Advance Saudi declarationThe Saudi broker files the FASAH declaration and documents before arrival, so risk checks can start early.
- Cross GhuwaifatUAE customs checks the seal and declaration and the truck exits the UAE.
- Clear at BathaSaudi customs checks seals and documents; FASAH decides release, document review, X-ray or physical inspection.
- Pay duty and VATDuty and 15% VAT are paid through the broker's account or SADAD in FASAH, unless the goods are in transit to another GCC state.
- DeliverThe truck delivers to the consignee and returns empty, or cargo is cross-docked to a Saudi truck.
Waiting times at Ghuwaifat–Batha in 2026
Batha has always been one of the busiest land borders in the Gulf, and queues of hours to days have been common at peak times. In 2026 the pressure is higher: with container lines avoiding the Strait of Hormuz since March, much more cargo for Saudi Arabia, Kuwait, Qatar and Bahrain moves by road. ZATCA figures for 1–25 March 2026 showed 41,229 trucks leaving Saudi Arabia for the UAE through Batha alone, more than any other Saudi land border. In April 2026 Saudi Arabia removed the bank guarantee for transit cargo and extended port storage by 30 days, which helps, but queues still vary day by day. We do not predict waiting times; we watch the border for each load.
- Missing advance FASAH declaration or an unsigned broker authorisation
- SABER shipment certificate not issued, or HS codes that differ from the invoice
- Broken, wrong or unrecorded seals on transit trucks
- Truck without a valid appointment, or a vehicle that does not meet Saudi age rules
- Physical inspection or sampling by SASO or SFDA
- Weekends, Eid holidays and month-end peaks
Duty and 15% VAT: how Saudi Arabia calculates it
Saudi duty is based on the GCC tariff, generally 5% of the CIF value, but Saudi Arabia has raised many lines above 5% since 2020, with some items at 15–20%. VAT is 15% of CIF plus duty plus any excise. Example: goods with a CIF value of SAR 100,000 on a 5% line pay SAR 5,000 duty and SAR 15,750 VAT. On a 15% line the duty is SAR 15,000 and VAT SAR 17,250. VAT-registered Saudi importers can usually recover import VAT as input tax. Use the calculator with your own values and the rate your broker confirms.
Most goods from China pay 5% GCC duty on CIF, once, at the first GCC entry. VAT is on CIF + duty. Estimate only.

Are you ready to truck to Saudi Arabia?
Frequently asked questions
How long does trucking from Dubai to Riyadh take?
Typically about 2–4 days including the Ghuwaifat–Batha border. In 2026 queues are longer than usual, so our team confirms timing for each load.
Which border do trucks use from the UAE to Saudi Arabia?
Ghuwaifat on the UAE side and Batha on the Saudi side. It is the only road crossing between the two countries.
Do I pay customs duty twice if goods were cleared in the UAE?
Normally no. GCC duty is paid once at the first entry point if you show proof. Saudi Arabia still charges 15% VAT and may charge a difference where its rate for the HS code is higher.
Do I need SABER if the goods were already cleared in Dubai?
Yes. Saudi product rules apply on entry into the Kingdom whatever happened in the UAE, so regulated goods need a SABER shipment certificate and food or cosmetics need SFDA approval.
Can a UAE truck deliver to several addresses in Saudi Arabia?
Generally no. Foreign trucks are not allowed to make domestic deliveries inside Saudi Arabia, so the truck delivers to the named consignee or the cargo is cross-docked to a Saudi truck.
Can a foreign company be the importer in Saudi Arabia?
Not without a Saudi entity. The importer must be a Saudi company with a Commercial Registration on FASAH, so usually your Saudi buyer is the importer.
Is there VAT on goods trucked through Saudi Arabia to Kuwait or Qatar?
Not if they move under a Saudi transit declaration in a sealed truck. Duty and any taxes are handled at the final destination.
