Shipping from China to Riyadh: via Jeddah, Dammam or the UAE

Riyadh has no seaport, so containers from China arrive at a Saudi or Gulf port and finish the trip overland: from Jeddah by truck, from Dammam by the 550 km freight railway to Riyadh Dry Port, or from a UAE or Omani port by truck through the Batha border. As of November 2026, with the Strait of Hormuz closed to container lines and direct calls at Dammam much reduced, most Riyadh cargo comes through Jeddah. Duty is 5% of CIF or higher on many lines, plus 15% VAT, declared through FASAH.

Key points

  • Three gateways serve Riyadh: Jeddah plus truck, Dammam plus rail, or UAE/Oman ports plus truck via Batha.
  • Riyadh Dry Port is the inland customs clearance point for containers railed from Dammam, with a bonded zone on site.
  • There is no Jeddah–Riyadh freight railway yet; the Landbridge line targets completion before 2034.
  • Dubai to Riyadh by road typically takes about 2–4 days including the border, with longer queues in 2026.
  • SABER certificates and a FASAH-registered Saudi importer are needed whichever route you choose.

Three ways containers reach Riyadh

Every Riyadh shipment from China is a sea leg plus a land leg. Which combination makes sense depends on where carriers are calling, how urgent the cargo is and where you want to clear customs. Before 2026 the classic route was sea to King Abdulaziz Port in Dammam and train or truck to Riyadh. Since March 2026 container lines avoid the Strait of Hormuz, which closes off Dammam to most direct services, so Jeddah on the Red Sea has become the main gateway and the land leg is longer.

  • Main route as of November 2026, on direct Asia to Red Sea services.
  • Usually cleared in Jeddah, then trucked across the country to Riyadh.
  • The sea leg passes Bab el-Mandeb, which is high-risk in 2026.
  • Book trucks early: Jeddah also handles cargo for the east and other Gulf states.

Riyadh Dry Port and the rail link

Riyadh Dry Port is run by SGP Intermodal, part of Saudi Global Ports, under a concession from Saudi Arabia Railways (SAR). It works as one system with a Riyadh empty container yard and a Dammam empty container yard, linked by rail to King Abdulaziz Port. According to the operator, the dry port is the only inland customs clearance point for containers moved by rail from Dammam to Riyadh, and it has a bonded zone, so cargo can be stored with duty suspended until it is sold. Rail volumes were growing before 2026: SAR signed a three-year deal with Maersk in March 2024 to move more containers between Dammam and the dry port, and in April 2024 the first container train ran from Jubail to Riyadh Dry Port. In March 2026 SAR also launched a container service from Dammam through Riyadh to the Jordanian border at Al-Haditha, about 1,700 km, carrying 400 TEU per train.

Timeline: what takes time on a Riyadh shipment

  1. SABER and approvalsThe Saudi importer registers the product in SABER and obtains the product certificate, usually valid for one year, before shipping. Start this first, because test reports or a factory audit may be needed.
  2. Pickup and consolidationGoods are collected from the factory, counted, photographed and loaded, palletised as Saudi rules require for containerised imports.
  3. China export customsThe export declaration is filed and the container sealed and loaded at the Chinese port.
  4. Sea legThe transit depends on the service and the 2026 routing; we give the time for your specific sailing when quoting.
  5. Pre-arrival filingThe Saudi broker files the FASAH declaration and the SABER shipment certificate at least 48 hours before arrival where possible.
  6. Duty, VAT and inspectionDuty and 15% VAT are paid in FASAH; the risk engine decides release, document check, X-ray or inspection.
  7. Land leg to RiyadhTruck from Jeddah, train from Dammam to Riyadh Dry Port, or truck from the UAE through Batha. Allow extra time for truck availability and border queues in 2026.
  8. Delivery and empty returnDeliver to the warehouse and return the empty within free time, which is often 3–14 days depending on the carrier and contract.

Customs clearance for Riyadh-bound cargo

Saudi customs is run by ZATCA through FASAH. The consignee must be a Saudi company with a Commercial Registration registered on FASAH, and it authorises a licensed broker for the port where clearance happens: Jeddah, Dammam, Riyadh Dry Port or Batha. A Chinese supplier cannot normally act as importer of record. Almost all consumer and industrial goods need SABER certificates, and food, cosmetics and medical products need SFDA approval.

  • For transit through Saudi ports, ZATCA dropped the bank guarantee and metal transit plate on 5 April 2026 and extended port storage by 30 days.
  • Goods arriving from the UAE can come in transit, from a UAE free zone, or already duty-paid in the UAE; SABER and SFDA rules still apply at Batha.
  • Foreign trucks generally cannot make domestic deliveries in Saudi Arabia, so a UAE truck delivers to the consignee and returns, or cargo is cross-docked.
  • Riyadh also has a Special Integrated Logistics Zone offering duty suspension; ask our team whether it fits your case.

Duty, VAT and landed cost

Duty is charged on the CIF value, generally 5% under the GCC common tariff, but Saudi Arabia charges higher rates on many lines, up to 20% on some after the November 2025 tariff amendments. Import VAT is 15% of CIF plus duty plus any excise. On SAR 100,000 CIF at 5%, duty is SAR 5,000 and VAT SAR 15,750. The inland leg to Riyadh is not part of the customs value when cargo is cleared at the port, but it is part of your landed cost, so add it in the calculator below.

Most goods from China pay 5% GCC duty on CIF, once, at the first GCC entry. VAT is on CIF + duty. Estimate only.

Frequently asked questions

How long does shipping from China to Riyadh take?

It is the sea leg plus the land leg, and both vary in 2026. Dubai to Riyadh by road alone typically takes about 2–4 days including the border. Our team gives the full timeline for your sailing and route when quoting.

Which port is best for Riyadh?

As of November 2026 usually Jeddah, because direct calls at Dammam are much reduced while Hormuz is closed. When Gulf services run, Dammam plus rail to Riyadh Dry Port is the shortest land leg.

Is there a train from Dammam to Riyadh for containers?

Yes. SAR's East freight line runs about 550 km from King Abdulaziz Port in Dammam to Riyadh Dry Port, where containers can be cleared.

Is there a railway from Jeddah to Riyadh?

Not yet for freight. The Saudi Landbridge railway between Riyadh and Jeddah is planned, with completion targeted before 2034.

Can I ship to Dubai and truck to Riyadh?

Yes, via the Ghuwaifat–Batha border, in transit from the UAE or after clearing in the UAE. You need the Saudi FASAH declaration and SABER shipment certificate, and queues at Batha can be long in 2026.

What is the import duty for goods going to Riyadh?

The same as anywhere in Saudi Arabia: generally 5% of CIF, higher on many lines, plus 15% VAT on CIF plus duty. The HS code decides the rate.

What is Riyadh Dry Port?

An inland container terminal in Riyadh run by SGP Intermodal, linked by rail to Dammam port, with customs clearance and a bonded zone on site.
