A customs broker, called a clearing agent in the Gulf, files the export or import declaration in the customs system under the client's registration. In China, declarations are filed by a customs declaration enterprise registered with China Customs through the Single Window. In the UAE, a licensed clearing agent files under the importer's customs client code, for example through Mirsal 2 in Dubai. The broker needs the commercial invoice, packing list, bill of lading or delivery order, and often a certificate of origin. It proposes the HS code, calculates duty and VAT, and answers customs queries or inspections. Example: a Sharjah company imports kitchen appliances. Its broker classifies each model, files the import declaration, and pays the 5% duty and 5% VAT, or applies the VAT reverse charge if the company qualifies.

Questions

Is the customs broker responsible if the HS code is wrong?

The broker prepares the declaration, but the importer remains legally responsible for what is declared. That is why accurate invoices and product descriptions matter.

Can my forwarder also be my customs broker?

Many forwarders clear customs in-house or through a partner broker, so one company can handle both the transport and the declaration.
