Key points
- Customs duty is generally 5% of CIF; Qatar has no VAT.
- Pork, tobacco and alcohol pay 100% duty; some steel and cement lines pay 20%.
- Hamad Port is Qatar's main container port, but it lies inside Hormuz.
- In 2026 Qatar cargo moves via Khor Fakkan or Jebel Ali feeders, or by truck through Saudi Arabia to Abu Samra.
- Qatar's only land border is with Saudi Arabia, so every truck needs Saudi transit papers.
Qatar imports in one minute
Qatar is a member of the GCC Customs Union, so it applies the common external tariff of 5% on the CIF value of most goods from outside the Gulf, collected once at the first GCC entry point. Unlike the UAE, Saudi Arabia and Oman, Qatar has not introduced VAT. Customs declarations are filed through Qatar's electronic customs system, Al Nadeeb, by the importer's broker. The main sea gateway is Hamad Port south of Doha, opened in December 2016 with capacity reported at up to 2 million TEU. By land, Qatar's only border is with Saudi Arabia: Abu Samra on the Qatari side and Salwa on the Saudi side.
Hamad Port and the routing in 2026
Before 2026 most China–Qatar cargo either sailed to Hamad Port directly or via a Gulf hub such as Jebel Ali and a feeder. Since March 2026 container lines have avoided the Strait of Hormuz, and analysts noted early on that Qatar, like Kuwait and Bahrain, has no overland bypass that avoids both Hormuz and Saudi territory. In practice two paths have kept goods coming: transshipment through Red Sea and Omani or UAE east-coast ports, and road corridors through Saudi Arabia. ZATCA figures showed 11,227 trucks crossing from Saudi Arabia to Qatar at Salwa in just 25 days of March 2026, and by September 2026 Qatari researchers said import availability had held while exports were badly disrupted.
- China to Hamad Port, direct or via a hub.
- One port, one clearance in Qatar.
- Largely unavailable since March 2026 because ships must pass Hormuz.
- Name Hamad Port as port of discharge when services return.
- Sea to Khor Fakkan, Fujairah or Sohar, outside Hormuz.
- Truck under customs seal to Jebel Ali or Sharjah, then a feeder vessel inside the Gulf to Hamad Port.
- Goods stay in transit in the UAE: no UAE duty or VAT.
- Links to our running China to UAE service via Khor Fakkan.
- Sea to Jeddah, then truck across Saudi Arabia; or truck from the UAE via Batha.
- Saudi transit declaration and sealed truck; no Saudi duty or VAT on transit goods.
- Enter Qatar at Abu Samra and clear there.
- Long distances and busy borders; carriers may set conditions such as a Saudi notify party.
There is no road between the UAE and Qatar that avoids Saudi Arabia. A truck from Dubai to Doha leaves the UAE at Ghuwaifat, enters Saudi Arabia at Batha under a Saudi transit declaration, drives across the Eastern Province and enters Qatar at Abu Samra. Saudi product rules do not apply to sealed transit goods, but the paperwork must be complete at both Saudi borders. Some carriers also run road corridors from Jeddah to Qatar. Our Dubai team confirms which option suits your cargo and how long it is taking that week.
Duty, excise and no VAT
| Charge | Rate | Notes |
|---|---|---|
| Customs duty, most goods | 5% of CIF | GCC common external tariff |
| Exempt goods | 0% | About 600 GCC-approved items, such as many fresh foods, grains and seeds, plus personal effects and some project goods |
| Pork, tobacco, alcohol | 100% duty | Also strictly controlled; ask before shipping |
| Iron bars and rods, some hot-rolled steel, cement | 20% duty | Check the exact HS line |
| Urea | 30% duty | Check the exact HS line |
| VAT | None | Qatar has not introduced VAT |
| Excise on sweetened drinks | Tiered by sugar content | Since 6 July 2026; only medium- and high-sugar drinks are taxed |
| Excise on tobacco and energy drinks | 100% | Long-standing GCC excise rates |
Example: furniture with an invoice value of QAR 80,000 and freight and insurance of QAR 12,000 has a CIF value of QAR 92,000. Duty at 5% is QAR 4,600 and there is no VAT, so your landed cost before port charges, clearance and delivery is QAR 96,600. If the goods first stopped in the UAE in transit, nothing changes: duty is collected once, in Qatar. Use the landed-cost calculator with your own figures and leave VAT at 0.
Most goods from China pay 5% GCC duty on CIF, once, at the first GCC entry. VAT is on CIF + duty. Estimate only.

How we handle Qatar shipments
Our Guangzhou office collects from your suppliers, checks and photographs the cargo, consolidates it and books the sailing. Our running China to UAE service lands cargo at Khor Fakkan and moves it under bond, typically 18–30 days door to door to the UAE. For Qatar our Dubai team then arranges or confirms the onward leg by feeder or by road through Saudi Arabia, depending on what is moving reliably that week. We never quote a freight price in an article because rates change weekly; you get a written quote within one working day.

Frequently asked questions
Is there VAT in Qatar?
No. Qatar has not introduced VAT. Imports pay customs duty, generally 5% of CIF, plus excise on a few products such as tobacco and sugary drinks.
What is the customs duty from China to Qatar?
Generally 5% of the CIF value. Some goods are exempt, pork, tobacco and alcohol pay 100%, and some steel and cement lines pay 20%, so we check the HS code.
Can ships reach Hamad Port in 2026?
As of November 2026 major container lines still avoid the Strait of Hormuz, so direct calls are limited. Cargo moves via Khor Fakkan or Jebel Ali feeders, or overland through Saudi Arabia.
How long does shipping from China to Qatar take?
It depends on the 2026 routing and changes week to week. Our team gives a realistic transit time with every quote.
Can I truck goods from Dubai to Doha?
Yes, but the truck must cross Saudi Arabia: Ghuwaifat–Batha into Saudi Arabia and Salwa–Abu Samra into Qatar, under a Saudi transit declaration.
Which documents do I need to import into Qatar?
A commercial invoice, packing list, certificate of origin and bill of lading or CMR, plus attestation and product certificates where required. A licensed broker files the declaration.
Do I pay duty twice if goods pass through the UAE or Saudi Arabia?
No, if they stay in transit under seal. Duty is paid once, when the goods are cleared in Qatar.
