Key points
- Customs duty is generally 5% of CIF; Kuwait has no VAT and no excise tax as of November 2026.
- Main sea ports are Shuaiba (main container port) and Shuwaikh in Kuwait City.
- In 2026 much cargo reaches Kuwait overland through Saudi Arabia, entering at Nuwaiseeb (Khafji) or Salmi.
- The importer needs a Kuwaiti commercial licence, an MOCI import licence and a licensed customs broker.
- Regulated products need KUCAS reports, and the invoice and certificate of origin are traditionally legalised.
The short answer: how cargo reaches Kuwait in 2026
Kuwait sits at the very top of the Gulf, so every ship to Shuaiba or Shuwaikh must pass the Strait of Hormuz. Since March 2026 major container lines have avoided the strait, and at the end of October 2026 monitoring services still described it as effectively closed to commercial container traffic. Kuwait cargo has therefore moved through ports outside the strait and then by road or feeder. Kuwait reorganised its land-border procedures to speed this up, and the main crossing from Saudi Arabia at Nuwaiseeb was expanded to 44 lanes. The rules on duty and documents have not changed; only the path has.
Three ways to route China to Kuwait
- China to Shuaiba or Shuwaikh, often via a transshipment hub.
- One port, one clearance, no road leg.
- Largely unavailable since March 2026 because the ships must transit Hormuz.
- Name Shuaiba (preferred) or Shuwaikh as port of discharge when it reopens.
- Sea to Jeddah or NEOM, then truck across Saudi Arabia to Nuwaiseeb or Salmi.
- Moves in Saudi transit under seal; Saudi Arabia dropped the transit bank guarantee in April 2026.
- Carriers may require a Saudi notify party, a Saudi payer, an in-transit clause and onward move within 15 days.
- The sea leg passes Bab el-Mandeb, which remains high-risk as of November 2026.
- Sea to the UAE east coast or Oman, outside Hormuz.
- Then truck through the UAE and Saudi Arabia (Batha, then Nuwaiseeb or Salmi), or land bridge to Jebel Ali and an intra-Gulf feeder.
- One major carrier offered exactly this for Kuwait cargo in mid-2026.
- Fits well with our running China to UAE service; our team confirms the onward leg.
Overland legs are long: Jeddah to Riyadh alone is roughly 950 km, and from the UAE the truck crosses two borders, Ghuwaifat–Batha into Saudi Arabia and then Nuwaiseeb or Salmi into Kuwait. ZATCA figures for 1–25 March 2026 showed over 10,000 trucks leaving Saudi Arabia for Kuwait through Khafji and over 5,000 through Raqi in less than four weeks, so queues are possible. Carrier policies also move: in July 2026 one major line stopped accepting merchant-haulage cross-border cargo via Jeddah and pointed Kuwait shipments to Khor Fakkan plus land bridge and feeder instead.

| Mubarak Al Kabeer Port (Bubiyan) | Sea | Under development; not a normal option yet |
| Nuwaiseeb (Saudi side: Khafji) | Land | Main crossing from Saudi Arabia on the coastal road from Dammam; expanded to 44 lanes in 2026 |
| Salmi (Saudi side: Raqi) | Land | Western crossing towards Hafar Al-Batin and Riyadh; secondary entry in 2026 |
| Abdali (Iraq side: Safwan) | Land | Crossing to Iraq for transit; Iraq's own rules apply |
Duty with no VAT: what you actually pay
Kuwait applies the GCC Common Customs Law, so most goods from China pay 5% of the CIF value: invoice value plus freight and insurance to the first GCC entry point. Basic foodstuffs, medicines and some other goods are exempt, tobacco pays 100%, and some products that compete with Kuwaiti industry are reported to carry higher protective rates, so we check the HS code. Kuwait has not introduced VAT or excise, and July 2026 reporting said VAT is not in the 2026–2030 fiscal plan. Example: CIF KWD 10,000 at 5% means KWD 500 duty and no VAT, plus small fees and port or line charges. Since Customs Circular 23/2026, stamp fees are paid electronically.
Most goods from China pay 5% GCC duty on CIF, once, at the first GCC entry. VAT is on CIF + duty. Estimate only.

Frequently asked questions
Is there VAT in Kuwait?
No. As of November 2026 Kuwait has no VAT and no excise tax. You pay customs duty, generally 5% of CIF, plus small fees and port charges.
How long does shipping from China to Kuwait take?
In 2026 it depends on the route, because most cargo goes via Jeddah, NEOM, Khor Fakkan or Sohar and then by truck or feeder. Our team gives a realistic transit time with each quote.
Can I ship directly by sea to Kuwait now?
Rarely. As of November 2026 major container lines avoid the Strait of Hormuz, so direct calls at Shuaiba and Shuwaikh are limited. We confirm current options per booking.
What is the customs duty on goods from China to Kuwait?
Generally 5% of the CIF value. Some basic goods are exempt, tobacco is 100%, and some products may carry higher protective rates, so we check the HS code.
How long does a truck take from Dubai to Kuwait?
Typically about 3–6 days through Saudi Arabia, crossing Batha and then Nuwaiseeb or Salmi, depending on queues and documents.
Do I need to legalise documents for Kuwait?
Kuwait has traditionally required the invoice and certificate of origin to be certified by CCPIT and legalised by the Kuwaiti embassy or consulate. Our team confirms the current method before the goods sail.
Can a Chinese supplier be the importer in Kuwait?
Usually not. The importer is a Kuwaiti company with a commercial licence and MOCI import licence, and a licensed broker files the declaration.
