Key points
- Under about 12 CBM, LCL is usually cheaper; from about 15 CBM compare a 20ft container.
- Describe every line by garment, knitted or woven, fibre and quantity so the HS code holds up.
- Regulated textiles need ECAS conformity and labels in Arabic, or Arabic and English.
- Counterfeit branded clothing is seized in China and the UAE: ship genuine goods only.
Where Dubai traders buy clothes in Guangzhou
Guangzhou is the main wholesale source for clothing sold in the Gulf. Its garment markets sit close together, each with its own price level and speciality, so one buying trip often covers several markets and dozens of stalls. Our Guangzhou office collects from those stalls and from Pearl River Delta factories, and Nansha port has strong sailings to the Middle East. Prices and floors change, so treat the table as a first orientation.
| Market | District | Known for |
|---|---|---|
| Baima (白马) Garment Market | Yuexiu | Mid to upper price clothing; floors 2 and 3 are usually better value |
| Zhanxi Road (站西路) markets | Yuexiu | Clothing wholesale for a wide range of budgets |
| Liuhua (流花) Garment Market | Yuexiu | Clothing wholesale in the station area |
| Shisanhang (十三行) | Liwan | Wide choice of styles at low to mid prices |
| Shahe (沙河) | Tianhe | Clothing and accessories bought in volume |
| Zhongda (中大) Fabric Market | Haizhu | Fabrics and trims: chiffon, satin, crepe, linen, lace |
| Xintang (新塘) | Zengcheng | Jeans and denim fabric |
LCL consolidation: many stalls, one shipment
Market buying produces many small lots: eight bales from one stall, fifteen cartons from another. Instead of shipping each lot separately, every supplier delivers to our Guangzhou warehouse with your shipping mark, we count, photograph and check the cartons, and everything leaves under one bill of lading. LCL is charged per W/M, the greater of CBM or tonnes (1 CBM = 1,000 kg). Clothing is light for its volume, so you nearly always pay by CBM.
- Give every stall your markSend each supplier the warehouse entry notice with your customer code, so cartons and bales are labelled before they leave the stall.
- Collect invoices and packing listsEach lot needs a packing list with carton count, contents, weight and size. Stalls without VAT invoices can often be declared under market procurement mode 1039.
- Receive and checkOur warehouse counts the cartons, photographs them and reports shortages or damage to you.
- Choose LCL or a containerOnce the total CBM is known, we compare LCL with a 20ft or 40ft container and book a suitable sailing.
- Export declaration and sailingThe export declaration is filed at Nansha, the cargo sails, and you get an update at each port call.
- Bonded transit and clearanceThe cargo lands at Khor Fakkan, moves under customs seal to Jebel Ali and is cleared for the Dubai market.
Usable space: 20GP ~25–28 CBM, 40GP ~55–58, 40HQ ~65–68.
- Best for roughly 1–12 CBM, typical for a first market order
- Charged per W/M with a minimum of usually 1 CBM
- Adds roughly 3–7 days for consolidation and unpacking
- If another shipper's cargo in the box is held, your goods can wait too
- Usually better value from about 15 CBM
- A 20ft holds about 25–28 CBM of cartons, a 40HQ about 65–68 CBM
- Loaded and sealed once, so less handling and fewer missing cartons
- One consignee and one clearance in Dubai
- Many suppliers for one buyer, loaded into one container
- One B/L and one import clearance instead of many
- Cut-off dates matter: one late stall can delay the whole container
- Warehouse storage is free for a limited period, then charged
HS codes: chapters 61 and 62 and their neighbours
Clothing is classified first by how the fabric is made. Knitted or crocheted garments, such as T-shirts, jerseys, leggings and most sportswear, fall under chapter 61. Woven garments, such as shirts, trousers, jeans, suits and most abayas, fall under chapter 62. Inside each chapter the code depends on the garment type, men's, women's or children's, and the main fibre. China uses a 10-digit export code and the UAE a 12-digit tariff; the first 6 digits match, the rest can differ, so our Dubai broker confirms the UAE code.

Duty, VAT and documents in Dubai
Clothing entering the Dubai mainland pays the GCC common customs duty of 5% on the CIF value (goods plus freight and insurance to the UAE), then 5% import VAT on CIF plus duty. A VAT-registered importer whose customs code is linked to its TRN in EmaraTax can use the reverse charge instead of paying VAT at the border. The importer needs a trade licence and customs client code; the usual documents are the commercial invoice, packing list, bill of lading and certificate of origin. Invoices of AED 10,000 or more must be attested through MOFA, reported at AED 150 each. Example: a CIF value of AED 60,000 pays AED 3,000 duty and AED 3,150 VAT, plus small fees.
Most goods from China pay 5% GCC duty on CIF, once, at the first GCC entry. VAT is on CIF + duty. Estimate only.
Labels, ECAS and timing for Ramadan and Eid
Textiles sold in the UAE fall under the national scheme for the control of textile products, a Cabinet Resolution in force since 16 August 2019. Regulated products, including clothing, fabrics and home textiles, are registered in ECAS with MOIAT and need a certificate of conformity based on accredited lab tests. Conformity bodies summarise the label rule as: garment type, fibre composition, size, maker or brand, care instructions and country of origin, in Arabic or Arabic and English. Sewing labels in at the factory is far cheaper than fixing them in Dubai. Timing matters too: Chinese New Year falls on 6 February 2027, many factories close for 2–4 weeks around it, and Ramadan 2027 is expected to begin around 8 February. Order Ramadan and Eid stock by early December 2026.

Frequently asked questions
How long does shipping clothes from China to Dubai take?
Typically 18–30 days door to door by sea, depending on the port, the sailing and customs; LCL adds roughly 3–7 days. As of November 2026 cargo lands at Khor Fakkan and is trucked to Dubai under bond.
What is the import duty on clothes in Dubai?
Most clothing pays 5% customs duty on the CIF value, plus 5% VAT on CIF plus duty. VAT-registered importers with a linked customs code can use the reverse charge.
Can I ship clothes from different Guangzhou markets together?
Yes. Each stall delivers to our Guangzhou warehouse with your shipping mark, we count and photograph the cartons and ship everything under one bill of lading, either LCL or in one container.
Do I need a licence to import clothes into Dubai?
Commercial quantities need a UAE company with a trading licence and a customs client code. Otherwise your buyer, a distributor or a licensed consignee can act as importer, subject to compliance checks.
Do clothes need Arabic labels in the UAE?
Regulated textiles fall under the UAE textile scheme and ECAS. Labels typically show fibre composition, size, care, maker or brand and origin, in Arabic or Arabic and English. We confirm the rules for your product before you ship.
Is LCL or a full container better for clothing?
Under about 12 CBM, LCL is usually cheaper. From about 15 CBM a 20ft container is often better value and faster. Rates change weekly, so we compare both for your volume.
