Shipping from China to Russia: routes, customs, marking and compliance in 2026

Most cargo from China to Russia moves by rail, either directly through Far East crossings such as Manzhouli–Zabaikalsk or through Kazakhstan, which shares the EAEU customs territory with Russia; rail to Moscow typically takes about 12–20 days. The harder part in 2026 is paperwork: import VAT is now 22%, many goods need EAC conformity and Chestny ZNAK codes before release, and payment and sanctions screening decide whether a shipment can move at all.

Key points

  • Rail is the backbone: direct Far East crossings or via Kazakhstan, about 12–20 days to Moscow.
  • Russian import VAT rose from 20% to 22% on 1 January 2026.
  • Marked goods such as clothing, shoes, tyres and cosmetics need Chestny ZNAK codes before release.
  • Payment, not transport, is now the main cause of delay.
  • Every shipment is screened for sanctions; routing via Kazakhstan does not change the rules.

The main routes from China to Russia

Most freight goes overland. Rail containers cross directly in the Far East and Siberia at Zabaikalsk–Manzhouli, Grodekovo–Suifenhe and the Nizhneleninskoye–Tongjiang rail bridge. A western family of routes runs through Xinjiang into Kazakhstan at Khorgos–Altynkol or Alashankou–Dostyk and then north into Russia. Kazakhstan and Russia are both EAEU members, so goods under EAEU transit are not cleared at the Kazakh–Russian border. Trucks use Zabaikalsk, Pogranichny, Kraskino and the Blagoveshchensk–Heihe bridge, and sea services run often to Vladivostok and Vostochny.

Rail via Kazakhstan: how the transit works

At the Chinese–Kazakh border containers move from standard gauge (1,435 mm) to broad-gauge (1,520 mm) wagons, which usually takes 1–3 days. The cargo can then travel under EAEU customs transit to an inland customs post in Russia, such as the Moscow region, Novosibirsk or Yekaterinburg. Preliminary information is mandatory before arrival, and some transit flows need electronic navigation seals. One trap: goods imported into Kazakhstan at its lower WTO rates cannot move freely into Russia until the difference is paid.

  1. Screen the dealCheck the buyer, consignee, banks, carrier and goods against sanctions and export-control lists before anything is booked.
  2. Classify the goodsFind the 10-digit TN VED EAEU code. It sets the duty, VAT, conformity and marking rules.
  3. Confirm the importerA Russian company or entrepreneur registered with customs, with a foreign trade contract registered at its bank where required.
  4. Prepare EAC and other approvalsEAC certificate or declaration, SGR or FSB notification as needed, listed in the Russian registries.
  5. Order and apply marking codesThe importer orders Chestny ZNAK codes; they are applied in China or in a bonded warehouse in Russia.
  6. Arrange paymentUse a transparent bank channel and keep payment proof for customs value.
  7. Book transport and file pre-arrival dataRail, road or sea booking, with mandatory preliminary information before the goods arrive.
  8. Declare, pay and releaseA registered customs representative files the declaration; duty, VAT and fees are paid and marked goods enter circulation.

Customs duty, 22% VAT and customs fees

Russia applies the EAEU Common Customs Tariff, mostly 0–15% for industrial goods, plus EAEU anti-dumping duties on some Chinese products such as certain steel pipes, cold-rolled stainless steel, tyres and tableware. Duty is charged on the customs value (CIF to the Russian or EAEU border). Import VAT is charged on customs value plus duty plus excise, at 22% from 1 January 2026; the rate in force on the date the declaration is registered applies. A fixed customs fee per declaration is added, banded by value; the top band, over RUB 10 million, is RUB 73,860. China is not a preferential partner.

Chestny ZNAK marking and EAC conformity

Chestny ZNAK, run by the operator CRPT, is Russia's national track-and-trace system. Each unit of a covered product needs a unique Data Matrix code before release. Covered groups include shoes, clothing, tyres, perfume, cameras, medicines, dairy, packaged water, bicycles, cosmetics, toys, some electronics, building materials and auto parts, and new groups are added every year. The importer owns the account and orders the codes, which can be applied at the factory or a warehouse in China. Most goods also need an EAC certificate or declaration held by an EAEU-registered company, not by the Chinese factory.

Paying Chinese suppliers from Russia

In 2026 payment is the main source of delay. Most major Russian banks are off SWIFT, sanctioned or both. Most China–Russia trade is paid in yuan or rubles, but many Chinese banks, including large state banks, refuse or delay Russia-linked payments because of US secondary sanctions risk under Executive Order 14114. Golden Way does not provide payment services or take part in schemes that hide the Russian link in a payment.

  • Expect enhanced checks; Chinese banks may ask for contracts, invoices and end-use details.
  • Delays of days to weeks are common; build them into the supplier's production schedule.

Sanctions screening: what is checked and why

Russia is under wide EU, US and UK sanctions: twenty EU packages under Regulation 833/2014, OFAC sanctions and broad BIS export controls, and a separate UK regime. The Common High Priority Items List, published by the EU, US, UK and Japan, names HS codes found in weapons, such as integrated circuits, electronic components, navigation modules, bearings and CNC machine tools, and transshipment through third countries, including China and Central Asia, is a key enforcement target. Routing through Kazakhstan changes none of this. For every Russia request we check all parties and banks against the OFAC, BIS, EU, UK and UN lists, the HS codes against the high-priority and EU Annex lists, routing and payment red flags, and end-use statements for sensitive goods.

Frequently asked questions

How long does shipping from China to Russia take by rail?

Usually about 12–20 days to Moscow, depending on origin hub, border crossing and gauge-change congestion, plus pickup, customs and delivery.

What is the import VAT in Russia in 2026?

22% since 1 January 2026, up from 20%. A reduced 10% rate applies to listed food, children's goods and medicines.

Do my goods need Chestny ZNAK marking?

Yes, if they are in a marked group such as clothing, shoes, tyres, perfume, cosmetics or packaged water. Send us the HS codes and we will check.

Can goods go via Kazakhstan so they do not show Russia as the destination?

No. We never hide destinations or end users. Kazakhstan is a normal EAEU transit route, but the final destination is always declared and screened.
