Key points
- IGV is an origin-based duty added to the normal EU-aligned customs duty.
- It covers thousands of lines: steel, textiles, footwear, furniture, toys, electronics, vehicle parts and more.
- Rates are set by Presidential decisions and change several times a year.
- KDV of 20% is charged on customs value plus duty plus IGV, so IGV also raises VAT.
- Shipping via the EU or another country does not change origin; Chinese goods stay Chinese.
What the additional customs duty (IGV) is
Since its customs union with the EU took effect in 1996, Türkiye has applied the EU's Common Customs Tariff to imports from third countries. On top of that base duty, Türkiye charges additional customs duties on goods originating in countries that are neither EU or EFTA members nor free trade partners. China falls into that group. The duties are set by Presidential decisions linked to the annual Import Regime Decision, and the official goal stated by the Ministry of Trade is to protect domestic production, prevent unfair competition and support employment. In practice that means IGV concentrates on sectors where Turkish manufacturers compete directly with Chinese imports. In January 2026 some charges previously called additional financial obligations were moved under the IGV name with their rates unchanged.

Which goods are affected
The 2026 Import Regime, in force from 1 January 2026, reported additional duties across iron and steel, aluminium and copper products, base-metal household goods, marble and granite, chemicals, plastics and rubber, textiles and footwear, glass and ceramics, imitation jewellery, electrical machinery and machine parts, vehicles, vehicle parts, motorcycles and bicycles, furniture, toys and many consumer goods. During 2026, 324 HS codes were changed: 167 previously exempt codes gained IGV, 15 came back under the scope and 219 saw higher rates. On 11 July 2026, Decision No. 11508 updated the rates again for a set of product groups, shown below.
| Product group (July 2026 update) | IGV range reported |
|---|---|
| Vehicle parts such as brakes, wheels and suspension components | 10–30% |
| Electrical and electronic goods | 10–30% |
| Cooling systems and refrigerator parts | 15–30% |
| LED lighting | 10–20% |
| Cables and electrical connection equipment | 5–15% |
| Plastic and rubber products | 5–15% |
| Lithium batteries | 15–30% |
| Tyres | 15–30% |
| Hand tools | 15–30% |
| Machinery and industrial equipment | 0–30% |
| Toys | 25% |
How IGV changes your landed cost
IGV is calculated on the customs value, which for imports is normally the CIF value at the Turkish border. KDV is then charged on the customs value plus customs duty plus IGV plus any anti-dumping duty. That second effect is easy to miss: every lira of IGV also attracts 20% VAT. The example below uses invented round numbers to show the mechanics, not the rate for any real product.
| Line (illustrative only) | Without IGV | With 20% IGV |
|---|---|---|
| Customs value (CIF Mersin) | USD 100,000 | USD 100,000 |
| Customs duty at an assumed 4% | USD 4,000 | USD 4,000 |
| Additional customs duty (IGV) | USD 0 | USD 20,000 |
| KDV base | USD 104,000 | USD 124,000 |
| KDV at 20% | USD 20,800 | USD 24,800 |
| Total duties and KDV | USD 24,800 | USD 48,800 |
In this example IGV adds USD 24,000 of cash outlay at the border, not USD 20,000, because of the extra VAT. Whether you can later recover the import KDV depends on your company's tax position, so ask your accountant. Anti-dumping duty, ÖTV for listed goods, stamp duty and fees, and KKDF on imports bought on deferred payment terms can come on top. Freight is quoted separately by our team within one working day; it does not belong in a duty estimate except as part of the CIF value.
- Origin is China, so GV, IGV and any anti-dumping duty apply
- Certificate of origin is strongly recommended
- Surveillance applies if the line is listed and below the reference price
- Goods cleared in the EU are in free circulation and can travel with an A.TR
- A.TR relieves the base customs duty, but Türkiye can still apply IGV and anti-dumping because origin stays China
- Customs often asks for a certificate of origin or supplier's declaration
- Goods that genuinely obtain origin in a free trade partner can qualify for preference with valid proof of origin
- Origin depends on the agreement's rules, not on where the goods were shipped from
- Relabelling or transshipping Chinese goods does not change origin and false origin claims are customs fraud
How to check the IGV rate for your product
- Describe the product preciselyMaterial, function, technical specs and the 6-digit HS code from the Chinese export declaration are the starting point.
- Find the 12-digit GTİPA licensed Turkish customs broker maps the product to the national tariff. If the classification is uncertain, apply to a regional customs directorate for binding tariff information (BTB).
- Look up GV and IGV for China originThe Ministry of Trade notes that the rates printed in the tariff schedule are not the ones used in practice; the applicable duty and IGV come from the Import Regime and IGV decisions and their amendments.
- Check anti-dumping measuresSearch the Ministry of Trade's trade-defence measures for the product and China origin. Rates may be per kg or per unit.
- Check surveillanceIf the line is under surveillance and your unit price is below the reference value, a surveillance document is needed before clearance.
- Check the latest Official GazetteRates change several times a year. Confirm no newer decision has changed your line since the last check.
- Build the landed costAdd GV, IGV, anti-dumping, then KDV on the total, plus any ÖTV, fees and KKDF.
Anti-dumping and surveillance: the other two layers
IGV is only one of Türkiye's tools. The country is one of the world's most active users of anti-dumping measures, and many of them target Chinese products, including steel products, tyres, textiles and yarns, footwear, glassware, ceramics, bicycles, chemicals and kitchenware. These duties are product and country specific and stack on top of IGV. Import surveillance works differently: it does not add a duty, but for listed goods priced below a reference value the importer must obtain a surveillance document first. The 2026 regime listed surveillance and reference prices for 172 products across 36 notifications, including steel, marble, furniture, appliances and batteries. The 2026 regime also opened tariff quotas, for example for 27 products including batteries and lithium cells until 1 February 2027; whether a quota covers your line and still has volume is a broker check.

Frequently asked questions
What is the additional customs duty in Turkey?
It is ilave gümrük vergisi (IGV), a duty charged on top of normal customs duty for goods from countries without a free trade agreement with Türkiye, including China.
How high is Turkey's additional duty on Chinese goods?
It depends on the 12-digit line. The 2026 Import Regime reported rates up to 48% on 4,344 product lines, and many July 2026 updates fall in the 10–30% range.
Which products from China pay additional duty in Turkey?
Many: steel, aluminium, textiles, footwear, furniture, toys, glass, ceramics, plastics, chemicals, electrical goods, vehicle parts, tyres, lithium batteries and more. Check by GTİP.
Does the EU customs union exempt Chinese goods from IGV?
No. A.TR covers goods in EU free circulation, but IGV and anti-dumping follow origin, so Chinese-origin goods can still be charged.
Is VAT charged on the additional customs duty?
Yes. KDV, normally 20%, is calculated on the customs value plus customs duty, IGV and any other duties.
How can I find the exact IGV rate for my product?
Have a licensed Turkish broker confirm the 12-digit GTİP, then check the current Import Regime and IGV decisions and any newer Official Gazette amendments. A BTB confirms disputed classifications.
Are there additional duties on Chinese cars in Turkey?
Since September 2025 cars from non-FTA countries, including China, pay blanket additional duties by engine type, such as 30% or USD 8,500 for electric cars, whichever is higher. Check the current decree.
