Key points
- Sohar lies outside the Strait of Hormuz, so the 2026 disruption has not blocked it; it has become busier instead.
- You need an Omani importer with a commercial registration and Bayan registration, or a local consignee.
- Duty is 5% of CIF and VAT is 5% of CIF plus duty, with deferment for eligible VAT-registered importers.
- Landing in the UAE and trucking to Muscat in transit is an alternative, with duty and VAT paid once in Oman.
How containers from China reach Muscat
Port Sultan Qaboos in Muscat is now mainly a cruise and tourism port, and commercial container traffic has moved to Sohar Port, about two hours by road from the capital. Some services from China call at Sohar directly; others change ships at a hub such as Colombo, Salalah or Khor Fakkan, which often adds 3–10 days. Because Sohar lies on the Gulf of Oman, outside the Strait of Hormuz, it kept working through the 2026 disruption and took on extra cargo: Omani ports handled more than 4 million TEUs in January–August 2026, up 20.5% on a year earlier.
Sohar direct or via the UAE?
- Our main China to Oman route, typically 16–28 days door to door.
- Cleared once in Oman through Bayan, then trucked to Muscat in about two hours.
- No border crossing, and the port is outside the Strait of Hormuz.
- Short free storage at the terminal, so documents must be ready before arrival.
- The container lands at Khor Fakkan or Jebel Ali and moves to Oman on a UAE transit declaration in a sealed truck.
- Duty and VAT are paid once, in Oman.
- Dubai to Muscat via Hatta and Al Wajajah typically takes 1–3 days including the border.
- Useful when goods are consolidated with UAE cargo or stocked in a UAE free zone.
- Goods with UAE duty paid move with an exit or statistical declaration and proof of payment.
- Oman should not charge GCC duty again if the proof is accepted.
- Omani VAT of 5% is still due.
- Omani product rules still apply, even if the goods were cleared in Dubai.
Customs clearance in Bayan step by step
- Set up the importerAn Omani company with a commercial registration (CR) that includes import activity, registered as an importer in Bayan, or a local consignee acting as importer of record.
- Check HS code and permitsConfirm the duty rate and any approvals before shipping: MAFWR for food, MOH for medicines, TRA for wireless devices, DGSM for regulated products.
- Book and issue the B/LThe B/L names the Omani consignee. Invoice, packing list and certificate of origin must match it.
- Manifest filed 36 hours aheadSince 3 May 2026 the shipping agent must file the cargo manifest in Bayan at least 36 hours before the vessel arrives.
- Delivery orderLocal charges are paid to the line, the B/L is surrendered or released, and the D/O is issued.
- Declaration and paymentThe broker files the import declaration in Bayan with documents and permits, and pays duty, VAT and the fee, unless VAT is deferred.
- Risk channelGreen means release, yellow a document check, red a scan or physical inspection, sometimes with samples taken.
- Release, truck and empty returnThe container is collected at Sohar and trucked to Muscat, and the empty goes back to the depot on the release.
| Document | What it must show |

| Packing list | Packages, marks and weights that match the invoice |
| Bill of lading | The Omani importer as consignee |
| Certificate of origin | Issued in China; needed for commercial goods |
| Delivery order | Issued by the shipping line after local charges are paid |
| Permits and certificates | From MAFWR, MOH, TRA, DGSM or the Environment Authority, depending on the goods, obtained through Bayan |
Duty and VAT: how the numbers work
Customs duty is 5% of the CIF value: the invoice value plus freight and insurance to the first GCC port. VAT is 5% of CIF plus duty plus any excise. Example: goods of USD 18,500 FOB plus USD 1,500 freight and insurance give a CIF of USD 20,000. Duty is USD 1,000, and VAT is 5% of USD 21,000, or USD 1,050. Add the OMR 15 declaration fee, port and line charges, and the truck to Muscat. VAT-registered importers approved for Oman's VAT deferment scheme declare import VAT in their VAT return instead of paying it at the border.
Most goods from China pay 5% GCC duty on CIF, once, at the first GCC entry. VAT is on CIF + duty. Estimate only.
| Charge | Rate | Notes |
|---|---|---|
| Customs duty | 5% of CIF | 0% on exempt goods such as many basic foods and medicines; tobacco 100% |
| VAT | 5% of CIF + duty + excise | Some basic foods, medicines and medical equipment are zero-rated |
| Excise | Tobacco and energy drinks 100%; carbonated and sweetened drinks 50% | Tax stamps on tobacco and some excisable drinks |
| Declaration fee | OMR 15 for companies | Oman Customs' published service fee |
| Port and line charges | Vary by line and terminal | THC, D/O fee, storage after free time, demurrage and detention |
Transit time and what affects it
- Our China to Oman route: typically 16–28 days door to door, depending on the Chinese port, the sailing and customs.
- Transshipment: services that change ships at a hub often add 3–10 days.
- Sohar congestion: in 2026 the terminal prioritises Omani cargo but also handles land-bridge cargo for the UAE, so berth times vary.
- Clearance: a green-channel release is quick; inspection, missing permits or document errors add days.
- Road to Muscat: about two hours from Sohar; via the UAE, Dubai to Muscat typically takes 1–3 days including the border.
- Salalah is about 1,000 km from Muscat, so discharging there is rarely a shortcut.
