Commercial invoice and packing list for Gulf imports from China

A commercial invoice states what was sold, to whom, for how much and on which Incoterm; the packing list states how the same goods are packed, counted and weighed. Gulf customs value your goods from the invoice and check them against the packing list and the B/L, so the three must agree line by line. In the UAE, invoices of AED 10,000 or more for the local market must also be attested online by MOFA.

Key points

  • The invoice is the customs value document; the packing list is the inspection and handling document.
  • Package count, weights, marks and consignee must match across invoice, packing list, B/L and certificate of origin.
  • UAE: invoices of AED 10,000 or more are attested on MOFA eDAS 2.0 for AED 150 each, within 14 days of the bill of entry.
  • Vague descriptions and low values are the two most common reasons Gulf customs hold a shipment.
  • Never accept a second, lower customs invoice: it is illegal and undermines a full-value insurance claim.

Two documents, one shipment

The commercial invoice is the seller's final bill to the buyer. Customs in China and at destination use it to set the customs value, check the HS code and identify the importer, and in the UAE it is the document MOFA attests. The packing list describes the physical cargo: each package, its contents, weights, size and marks. Customs uses it to plan inspections, the carrier for weight and volume, the warehouse to receive the goods. A proforma invoice is only a pre-shipment quotation for deposits or letters of credit; it is not accepted for clearance.

Commercial invoice: the fields Gulf customs expect

FieldWhat to writeWhy it matters
SellerExporter's full legal name, address and contactMust match the China export declaration and B/L shipper
Buyer / consigneeImporter's name exactly as on its trade licence, with address; importer code or TRN if askedCustoms matches it to the importer record
Invoice number and dateUnique number; date not after the B/L unless explainedRepeated on the CO, attestation and any L/C
IncotermRule, named place and edition, e.g. CIF Jebel Ali, Incoterms 2020Shows whether freight and insurance are in the price
DescriptionProduct name, material, use, brand and model per line, never just partsVague wording is the top cause of queries
HS codeAt least 6 digits; importer confirms the 12-digit GCC codeSets the duty rate and permit needs
Country of originPer line if origins are mixedMust agree with the certificate of origin
Quantity, unit price, totalUnits, prices, totals and currency; freight and insurance separate under CIF or CIPCIF is the GCC duty base
Packages and weightsNumber and type of packages, net and gross weightMust equal the packing list and B/L
Marks, container and seal numbersRecommendedTies the documents together
Signature and stampSigned and stamped by the sellerExpected by many Gulf customs and banks

Packing list: what it must show

  • Every package numbered, with its type: carton, pallet, crate, bundle or drum.
  • Contents of each package, using the same product names as the invoice.
  • Net and gross weight per package and in total.
  • Dimensions per package and the total volume in CBM.
  • Shipping marks exactly as printed on the cartons.
  • Container and seal numbers once the container is loaded.
  • The invoice number and date, so the two documents can be linked.

Common mismatches and how to catch them

  • Package count differs because samples or spares were added at loading.
  • Gross weight includes pallets on one document and not on the other.
  • Fix: produce both from the same order data and check the totals before printing.

Valuation: why the numbers must be real

Across the GCC, duty is generally 5% of the CIF value: invoice value plus freight and insurance to the first GCC port. If freight and insurance are missing, customs may add standard amounts, and it may reject a low value and use a reference value under the WTO valuation method. UAE import VAT is 5% of CIF plus duty. Iraq uses the higher of the invoice value and its reference value. Low values cause holds, reassessment and penalties, and a cargo claim is settled only at a value you can prove. Most goods from China pay 5% GCC duty on CIF, once, at the first GCC entry. VAT is on CIF + duty. Estimate only.

Frequently asked questions

What is the difference between a commercial invoice and a packing list?

The invoice shows the sale (parties, goods, prices, currency, Incoterm) and sets the customs value. The packing list shows each package, its contents, weights, size and marks. Customs compares both with the B/L.

Can I use a proforma invoice for customs clearance?

No. A proforma invoice is a quotation issued before shipment. Customs needs the final commercial invoice, signed and stamped by the seller.

Who attests the commercial invoice for UAE imports?

The UAE importer or its broker, on MOFA eDAS 2.0, for invoices of AED 10,000 or more for the local market: AED 150 per invoice within 14 days of the bill of entry, or an AED 500 fine per invoice.

Which HS code should appear on the invoice?

At least the 6-digit international code. For import, the importer is responsible for the national 12-digit GCC tariff code, whose first 6 digits normally match the Chinese export code.

Can the buyer on the invoice differ from the consignee on the B/L?

It is possible, for example in triangular trade, but it must be explainable to customs. Where possible, keep the same importer name on the invoice, packing list, B/L and certificate of origin.

What happens if the invoice value is too low?

Gulf customs can reject it and assess duty on a reference value, and undervaluation can lead to penalties and seizure. Iraq applies the higher of the invoice value and its reference value.

Does the invoice need to be in Arabic for Saudi Arabia?

English invoices are normal, but an Arabic description is often requested, and regulated goods need a SABER shipment certificate linked to the invoice. Our team confirms each shipment.
