How to choose a freight forwarder: checklist, questions and red flags

Choose a freight forwarder on four things: proof that it is a licensed company in the countries it works in, a written all-in quote that lists every charge and exclusion, clear terms on liability and insurance, and real people at origin and destination who answer within a working day. The cheapest headline rate is rarely the cheapest shipment.

Key points

  • Check the trade licence, customs registrations and who issues the house B/L.
  • Compare quotes on the same cargo, Incoterm, route and inclusions, never on the headline rate.
  • Ask whether the forwarder acts as agent or as carrier: it changes its liability.
  • Red flags: no written terms, changed bank details, offers to under-declare.
  • In 2026, ask how the forwarder routes around the Hormuz closure.

What a good forwarder does for you

A freight forwarder organises the whole journey: booking space with a shipping line or trucking company, collecting from the factory, export customs in China, the ocean or road leg, destination charges, import clearance and delivery. Some forwarders do all of this with their own offices; others pass each stage to agents. Neither model is wrong, but you should know who actually holds your cargo at every stage and who answers when something goes wrong.

Licences and registrations to check

There is no single worldwide forwarder licence. What to ask for depends on where the forwarder operates and which documents it issues. Ask for copies, check that the company names match the quote and the invoice, and check the licence with the authority that issued it.

WhereWhat to ask forWhy it matters
UAETrade licence (mainland or free zone) that includes freight forwarding or logistics activityShows the company legally sells the service and can be held to account
UAE customsCustoms client code with the emirate's customs, if the forwarder clears goods itself or through its brokerOnly a registered party or licensed clearing agent can file your declaration
ChinaCompany registration and, if it issues its own house B/L on China trades, its NVOCC filing with the transport authoritiesA house B/L from an unregistered party is a weak document if there is a dispute
China customsName of the customs declaration enterprise (报关企业) that files the exportExport declaration errors cause holds and VAT rebate problems for your supplier
MembershipsFIATA or national association membership; FIATA FBL only from members with liability insuranceMembership is not a licence, but the FBL rules require insurance
InsuranceForwarder's liability insurance and an offer of cargo insuranceCarrier and forwarder liability is limited; only cargo insurance covers full value

How to compare quotes line by line

Two quotes for the same container can differ by what they leave out. A low ocean rate can come with high destination charges, short free time or surcharges marked subject to change. Put every quote in the same structure before you compare.

Quote lineWhat to checkCommon gap
OriginPickup, export declaration, terminal handling in ChinaPickup quoted from the port only, not the factory
Ocean freightBase rate plus BAF, emergency bunker and war risk surchargesSurcharges added later as subject to change
ValidityDate the price holds untilQuote expires before your goods are ready
DestinationTerminal handling, D/O fee, port storageListed as at cost with no estimate

  1. Send identical detailsGive every forwarder the same goods, CBM or containers, weight, ready date and pickup address.
  2. Fix the IncotermQuote on the same basis, for example FOB Nansha or EXW Foshan, so the scope matches.
  3. Normalise the linesCopy each quote into the table above and mark anything missing.
  4. Check route and transitAsk for the discharge port and typical transit, not a promise of a date.
  5. Read the exclusionsDuty, VAT, inspections, storage and demurrage are often excluded. Get them in writing.
  6. Work out landed costAdd goods, freight, duty and VAT to compare what each option really costs you.

Most goods from China pay 5% GCC duty on CIF, once, at the first GCC entry. VAT is on CIF + duty. Estimate only.

Red flags and green flags

  • Written quote with inclusions, exclusions and validity
  • Licence and company name match the invoice
  • Clear answer on agent or carrier role and trading conditions
  • Honest transit ranges and route notices
  • Asks about DG, HS code and customs needs before quoting

Where Golden Way fits, honestly

We are a forwarder with our own offices in Guangzhou (pickup, inspection, consolidation, booking) and Dubai (customs, trucking, delivery). Our quotes list route, mode, what is included and what is excluded, and our team replies within one working day. As of November 2026, the Strait of Hormuz is closed to normal container shipping, so we route UAE cargo through Khor Fakkan and truck it under bond to Jebel Ali. These are the routes we run today and the ones still being added.

  • Running: China to UAE by sea via Khor Fakkan, typical 18–30 days
  • Running: China to Oman by sea to Sohar and Muscat, typical 16–28 days
  • Running: UAE to the GCC by truck, typical 1–4 days
  • Running: China to Central Asia by rail and road via Khorgos, and China to Turkey and Europe via the Middle Corridor
  • Running: China and UAE to Afghanistan, subject to a compliance check
  • Coming next: India, UAE to Saudi Arabia and Kuwait, Iraq, and Iran and Russia after compliance review

Frequently asked questions

How do I choose a good freight forwarder?

Check its licence and registrations, ask for a written all-in quote with exclusions, confirm its liability terms and insurance, and test how quickly real people answer.

What licence should a freight forwarder have in the UAE?

A UAE trade licence that includes freight forwarding or logistics activity, and for customs work a customs client code or a licensed clearing agent.

What questions should I ask a freight forwarder?

Who handles origin and destination, who issues the B/L, what is included and excluded, free time, current routing, DG handling, insurance and claim deadlines.

Why are freight forwarder quotes so different?

They often include different charges. Compare on the same Incoterm and cargo and check destination charges, surcharges, free time and validity.

Is FIATA membership a licence?

No. It is membership of the international federation through a national association. It is useful, but check the trade licence separately.

Is the cheapest freight forwarder the best choice?

Rarely. A low headline rate can hide destination charges, short free time or poor service that cost more in demurrage and delays.
